Under the direction of the Deputy Director of the Innovation & Technology Division in the Public Utilities Department (PUD), the Assistant Deputy Director oversees IT Operations and Operational Technology (OT) management, including critical Water and Wastewater Industrial Control Systems. This role ensures efficient and innovative delivery of technology services by managing the IoT program (encompassing COMNET, SCADA, and other IoT systems essential to water/wastewater operations) and IT Operations, which provide day-to-day support such as inventory management, specialized hardware/software assistance, and coordination with IT vendors. 


In addition, the position requires collaboration across PUD’s business divisions and the City’s IT Department, emphasizing continuous improvement in service delivery through process evaluations, recommendations, and implementation. The Assistant Deputy Director is also responsible for resource allocation, work planning, and financial management, including budget development and monitoring, to support PUD’s mission as a leading water utility.

  • Bachelor’s Degree in Information Systems Technology, Business Administration, Public Administration, Electrical Engineering, Control Systems Engineering or a related field, and

  • A minimum of five (5) years senior management experience in information technology or operational technology development, administration or operations are required.


Qualifications:

The ideal candidate will possess the following qualifications: 

  • In-depth knowledge of industrial control systems and experience in public sector solutions is highly desirable.

  • A Master’s Degree and/or advanced education in information technology is also highly desirable.

  • Comprehensive knowledge of the IT industry, emerging technologies, and evolving technical trends.

  • Expertise in supervisory controls, SCADA systems, IoT, NIST-800 standards, and cybersecurity protocols.

  • Extensive experience with industrial control systems, including Emerson Ovation, Aveva Wonderware, WDPF DCS technologies, and PLC/SCADA hardware/software.

  • Deep understanding of engineering and IT best practices within the Water/Wastewater Treatment industry.

  • Proven ability to identify and recommend innovative business solutions with strong problem-solving and analytical skills.

  • Skilled in managing client relationships and delivering successful projects, including proposal development, resource allocation, budgeting, and execution.

  • Strong leadership abilities, fostering innovation, teamwork, and exceptional customer service.

  • Exceptional organizational and multitasking capabilities, balancing diverse priorities and time-sensitive projects.

  • Effective communicator with the ability to build collaborative relationships with internal and external stakeholders.

  • Demonstrated business and political acumen, working effectively with executive management and diverse teams.

  • Expertise in budget development, financial planning, and managing large-scale IT/OT programs.

  • Commitment to integrity, innovation, public service, and operational excellence.

The department operates through the Water Utility Fund, Municipal Wastewater Fund, and Metropolitan Wastewater Fund, serving retail, wholesale, and reclaimed water customers.
