The City of San Diego seeks an experienced and collaborative Regional Training Manager to lead emergency preparedness training initiatives across the San Diego region. This position is responsible for overseeing, administering, and coordinating Urban Area Security Initiative (UASI) funded training activities to ensure the region's emergency responders and public safety personnel are prepared for a wide range of incidents. Reporting to the Executive Director of the Office of Emergency Services, the Training Manager will foster interagency collaboration and work across disciplines, including emergency management, police, fire, and other public safety entities to address regional preparedness and response needs.
Key Responsibilities:
Facilitate UASI Grant Program training activities across San Diego, ensuring courses meet the needs of emergency management, law enforcement, and fire services.
Manage UASI grant training allocations, track and document training events, and oversee training-related budget expenses to ensure compliance with grant guidelines.
Oversee the development, implementation, and annual update of the Integrated Preparedness Plan (IPP) for the region, ensuring alignment with UASI goals.
Chair the UASI Regional Training Committee, which convenes bi-monthly to discuss training priorities, address regional needs, and resolve issues in coordination with stakeholders.
Liaise with the California Office of Emergency Services (Cal OES) State Training Officer and coordinate regional training efforts with the National Domestic Preparedness Consortium (NDPC) to leverage national resources.
Maintain and update the San Diego UASI website regularly to provide current training schedules, resources, and updates for regional partners.
Coordinate closely with the region’s emergency management groups to identify training needs and bring specialized training to the area.
Prepare detailed reports on training activities, outcomes, and compliance with UASI mandates; present findings to stakeholders and oversight agencies as required.
Conduct After Action Reviews (AARs) for key exercises and incorporate lessons learned into future training strategies.
Serves as a central source of information for training and exercises drills and maintains up-to-date knowledge and understanding of Federal Emergency Management Agency (FEMA) Homeland Security Exercise and Evaluation Program (HSEEP).
Additional responsibilities may include supporting the Office of Emergency Services in emergency response, preparedness, and recovery efforts. This may involve assisting with Emergency Operations Center (EOC) activations, serving in various EOC roles, coordinating interagency response efforts, and providing training to enhance operational readiness. The incumbent may also support emergency planning, disaster cost recovery, after-action reviews, and the development of policies and procedures to improve the City's overall emergency management capabilities.
Qualifications:
Bachelor’s degree in Public Administration, Emergency Management, Homeland Security, or a related field (Master’s degree preferred).
Minimum of 5 years of experience in emergency management, public safety training, or homeland security.
Knowledge of federal grant programs (e.g., FEMA, UASI) and experience with grant compliance and reporting requirements.
Strong project management skills, including budgeting, scheduling, and resource allocation.
Excellent written and verbal communication skills, with the ability to collaborate with a diverse range of stakeholders.
Familiarity with ICS/NIMS protocols and regional emergency response coordination.
Preferred Skills:
Certification in emergency management (e.g., CEM) or a related field.
Experience working with UASI programs or similar grant-funded training initiatives.
Proven ability to lead committees and working groups to achieve shared objectives.
