Supervising Wastewater Pretreatment Inspector positions direct professional staff engaged in conducting investigations and inspections of industrial, commercial, and institutional facilities discharging waste into the sewage system; plan, organize, and supervise the work and training of a subordinate professional staff; review, proofread, edit, and approve fact sheets, data entry, and permit drafts for accuracy, completeness, appropriateness, and correct usage of English grammar; determine the appropriateness of industrial pretreatment systems; determine discharge limitations, monitoring schedules, and time frames for compliance; initiate and document enforcement actions against industries not in compliance; research waste minimization and alternative disposal technology options; develop, document and implement new local programs to achieve necessary headworks pollutant reductions; meet with industry representatives and the public to explain program requirements and objectives; develop and direct permit modifications necessary to implement changes in pretreatment standards or local limits; conduct surveillance, prepare reports and data summaries, and testify in court; develop Oracle SQL scripts to generate reports; and perform other duties as assigned.

  NOTES:
  • Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increase: 5% effective 7/1/25.
  • Eligible benefited employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
You must meet the following requirements on the date you apply, unless otherwise indicated.
 
EDUCATION:  Bachelor's Degree in Chemical or Environmental Engineering, Chemistry, Biology, or a closely related field.  Closely related degrees MUST include the completion of at least 18 semester/27 quarter college-level units of chemistry, including lecture and laboratory classes in both organic and general chemistry.
 
      NOTE:
  • Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.
EXPERIENCE:  Two years of full-time professional-level industrial waste inspection experience which MUST include conducting site evaluations and inspections, and applying federal pretreatment standards to a variety of categorically regulated industries generating waste discharged into the sewer system AND one of the following options:
  1. An additional one year of full-time industrial waste inspection experience which MUST include conducting site evaluations and inspections, and applying federal pretreatment standards in a variety of categories of industries generating waste which is discharged into the sewer system.
  2. One year of full-time chemical, environmental, or sanitary engineering experience which includes the design or operation of wet industrial processes or sanitary/industrial wastewater treatment processes.
  3. One year of full-time chemical wastewater laboratory experience in an industrial waste program which includes the sampling and analysis of toxic pollutants.
      NOTES:
  • A Master's Degree in Chemical or Environmental Engineering, Chemistry, or Biology may be substituted for a MAXIMUM of one year of the experience described in Options 1, 2 and 3 above.  It may NOT substitute for the required two years of industrial waste inspection experience. 
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
LICENSE:  A valid California Class C Driver License is required at the time of hire.
 
HIGHLY DESIRABLE:
  • Supervisory experience.

Fingerprints will be submitted to the Federal Bureau of Investigation and the California Department of Justice for a conviction record report. Certain positions may require additional screening processes, including a polygraph examination and/or background investigation. All screening processes must be successfully completed before employment begins. A positive test result for alcohol, cannabis/marijuana, illegal drugs,  or inadequately explained prescription drugs, or misrepresentation, falsification, or omission of pertinent facts in any step of the screening or selection process, may constitute cause for disqualification or termination of employment.
