Recruitment is open until filled; initial screening on 3/31/2025Management Analyst salary: $45.9486 - $61.5756/hour ($95,573.09 - $128,077.25/year)4/10 work schedule (Mon - Thur) 6:30 am - 5:00 pmSummary/ObjectiveUnder administrative direction, the Management Analyst performs highly complex administrative, financial, operational, and management analyses to support City programs, projects, and initiatives. The position is responsible for conducting research, policy analysis, and program evaluation; developing and implementing administrative procedures; overseeing budgeting, grants, contracts, and project management efforts; and making recommendations to enhance department and citywide efficiency and effectiveness.The Management Analyst may supervise and provide direction to subordinate employees, including but not limited to Administrative Analysts, Administrative Assistants, and other professional, technical, and administrative staff as assigned. This classification is distinguished by its responsibility for advanced analytical work, often serving as a project lead or subject matter expert within assigned functions. The role requires sound independent judgment, strong initiative, and the ability to manage multiple priorities in a dynamic work environment.

Plan, develop, and manage special projects, initiatives, and programs, ensuring alignment with department and city objectives. Provide training, technical support, and group presentations to employees, executive management, and elected officials regarding operational policies and procedures. Manage, supervise, train and evaluate professional, para-professional, technical and administrative support staff as assigned. Direct and coordinate the fiscal and analytical operations of the department, which may include, but are not limited to, the functions of budgeting, fiscal control, accounting, purchasing, personnel, grant preparation and analysis, contract administration, capital improvements, and computer operations.Prepare or supervise the preparation of the departmental budget; review, analyze, and compile budgets of various programs or divisions; explain needs and provide justifications for items; review and decide on expenditure requests and budget variances.Identify and secure grant funding opportunities, prepares grant applications, and ensures compliance with reporting requirements. Manage contracts and agreements, including vendor selection, contract negotiation, administration, and performance evaluation. Develop and implement performance metrics, dashboards, and reporting tools to track program outcomes and efficiency. Analyze and recommend changes to rate structures, fee schedules, or cost-recovery models based on financial data and service demands. Monitor and analyze federal, state, and local regulations affecting department operations; provide guidance on compliance requirements. Serve as a liaison between the City and external agencies, community groups, and professional organizations. Assist in personnel management functions, including workforce planning, position control, recruitment support, and performance tracking. Design and maintain department databases, information management systems, and reporting tools for improved data-driven decision-making. Facilitate project coordination across multiple departments, ensuring deadlines, deliverables, and objectives are met. Provide professional-level support in policy development, implementation, and program evaluation. Prepare high-quality written reports, correspondence, and presentations for executive leadership, City Council, and the public. Problem-solve community concerns, resident complaints, and operational issues, coordinating solutions with relevant stakeholders. Organize and maintain records, reports, and department-specific documentation. Administer and update department webpage content, ensuring accurate and timely information.Confer with representatives of other agencies, committee groups, boards, commissions, and vendors as required by project assignments.Additional Department-Specific ResponsibilitiesThe Management Analyst may be assigned to various City departments. While the core job functions remain consistent, additional responsibilities may vary based on the needs of the specific department.Public Utilities DepartmentA Management Analyst in Public Utilities and Asset & Facilities supports utility rate analysis, capital projects, asset management, and financial planning. Responsibilities may include: Asset & Facilities Management: Utilize computerized maintenance management systems to track asset lifecycles, maintenance schedules, and costs.Capital Project Support: Assist in budgeting, scheduling, and contract administration for large-scale Public Utility, Public Works, and infrastructure projects.Community Outreach & Public Engagement: Develop communication strategies for public information campaigns related to park, utility services, and infrastructure projects.Contract Administration: Oversee contracts for service providers, consultants, and regulatory compliance partners, ensuring cost-effective service delivery.Emergency Operations and Disaster Preparedness: Develop, implement, and maintain citywide emergency response and hazard mitigation plans, including the Local Hazard Mitigation Plan and Emergency Operations Plan, to ensure coordinated disaster preparedness, response, and recovery efforts in compliance with federal, state, and local regulations.Facility & Infrastructure Planning: Support forecasting for facility upgrades, energy efficiency projects, and major repairs to extend asset life.Financial & Rate Analysis: Conduct utility rate studies, cost recovery analyses, and financial forecasts for infrastructure maintenance and expansion.Grant Administration: Identify, apply for, and manage grant funding opportunities for capital improvement projects (CIP), environmental sustainability programs, and public infrastructure.Regulatory Compliance: Monitor state and federal regulations affecting water, wastewater, stormwater, labor relations, energy, and environmental programs, ensuring compliance with reporting and operational requirements.

SUPPLEMENTAL INFORMATION
Work Authorization/Security Clearance Must complete post-offer/pre-employment Department of Justice finger printing and background screening. Work authorization as required by the U.S. Citizenship and Immigration Services is mandatory within three business days of hire.Disaster Service Worker RequirementsUnder California Government Code Sections 3100 - 3109, public employees are designated as disaster service workers. The term "public employees" includes all persons employed by the state or any county, city, state agency, or public district. Working Conditions, Mental and Physical DemandsThe physical demands herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Employees work in an office environment with moderate noise levels, controlled temperature conditions, and minimal direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Indoor office environment; the employee is frequently required to sit, stand, walk, use hands and fingers, and reach with hands and arms. Lifting and carrying up to 40 pounds. Noise and temperatures are moderate and fumes are not generally present.Physical DemandsThis is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift books and files from shoulder-level and above, carry, push, and pull materials and objects weighing up to 40 pounds.Visual acuity to perform routine filing of documents is required; and use of a computer keyboard and software. While performing the duties of this job, the employee is regularly required to see, talk, and hear. Essential Mental FunctionsRegularly use of written and oral communication skills, read and interpret data, analyze and solve problems; observe and interpret situations; interact with City staff. The position must be available to attend evening and weekend meetings as well as respond to emergency situations.TravelRegular, local travel is expected for this position. Occasional out of town travel for conferences, workshops, and various training opportunities is likely.
