Recruitment is open until filled: initial screening on 2/3/2025Principal Planner salary: $55.8509 - $74.8456/hour ($116,169.87 - $155,678.85/year)4/10 work schedule (Mon - Thur) 7 am - 6 pmPrincipal Planner: Reviews and processes highly complex projects; plans, schedules, assigns, and reviews the work of planning staff within the Planning Division. This is the advanced professional level classification in the Planning Series. The Principal Planner class is distinguished from the Senior Planner class by the difficulty and complexity of work performed, additional advisory and supervisory responsibility, and high level of autonomy.

Plans, schedules, assigns, and reviews the work of subordinate professional, para-professional, technical and clerical staff engaged in a broad range of planning programs within the Planning Division.Lead and coordinate multi-faceted, complex planning projects involving land use, population, zoning, economic impact activities, and related subjects.Oversee highly complex or challenging planning related projects including the preparation and review of technical and environmental studies and documents in accordance with State and Federal laws.Oversee and coordinate planning related projects with other departments and outside agencies; coordinate the preparation of and prepare environmental studies and documents in accordance with State and Federal laws.Prepare, review, and process highly complex environmental assessments, staff reports, or other documents related to Planning. Review and evaluate existing programs for overall effectiveness and efficiency in meeting division goals, initiating action for operational improvements as necessary.Plan and oversee daily activities of assigned functional areas, reviews completed work, assesses workload, and identifies opportunities for improvement.Manage, develop, coach, and mentor junior staff as assigned.Prepare, review, and process environmental assessments, staff reports, or other documents related to legislative applications and land use. Make recommendations on development projects and present them to the Development Review Committee, Planning Commission, and City Council.Provide highly responsible and complex administrative support to the Planning Manager and other management staff.Meet with staff to identify and resolve problems, monitor workflow, review and evaluate work products, methods and procedures.Represent the Community Development Department at public meetings and works with a variety of groups and individuals regarding a variety of planning and zoning matters.Develop requests for proposals; manage consultant contracts associated with assigned planning projects; develop work programs and methodologies; oversee consultants' budgets; and establish project schedules.Confer with engineers, attorneys, contractors, architects, property owners, and the general public on planning and zoning related matters; interpret planning policies, State laws, and local ordinances; explain procedures.Review building plans, grading plans and subdivision proposals for compliance with appropriate regulations.Analyze and interpret social, economic, population and land use data and trends.Prepare written and graphic reports on various planning and environmental matters and elements of the General Plan.Ensure the organization and preparation of agendas for Planning Commission meetings; compose and prepare action letters for Planning Commission and City Council; prepare notices of public hearings ensuring timeliness of notices.Provide staff assistance to other City departments by conducting research and analysis of regulations and assisting with the implementation of programs.Supervise and participates in special planning, zoning, and environmental studies.Monitor State and Federal legislation for changes to planning, environmental, and transportation laws. Ensure that functions meet all applicable laws, regulations, and City policies.Advise and assists City and management officials on community planning issues and problems, pending cases, and application of established City policies and ordinances.Conduct research and prepare statistical reports on land use, social, and economic issues.Review and comments on planning proposals of outside jurisdictions that may impact the City.Perform field inspections to gather data relevant to the development applications and to verify compliance with approved plans.Respond to inquiries and provide information regarding City operations, policies, and procedures; refer inquiries to appropriate authority as necessary.Act as subject matter expert for the City; develop program policies and procedures; monitor and evaluate ongoing projects.May assist in preparing Planning Department budget justification; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; assist in monitoring and tracking the approved budget. SUPPLEMENTAL INFORMATION
Work Authorization/Security Clearance Must complete post-offer/pre-employment Department of Justice finger printing and background screening. Work authorization as required by the U.S. Citizenship and Immigration Services is mandatory within three business days of hire. Disaster Service Worker Requirements Under California Government Code Sections 3100 - 3109, public employees are designated as disaster service workers. The term "public employees" includes all persons employed by the state or any county, city, state agency, or public district. Disaster service workers are required to participate in such disaster service activities as may be assigned to them by their employer or by law. Pre-Employment All employment offers are contingent upon successful completion of a pre-employment physical exam, a criminal background investigation which includes finger printing and a Department of Transportation pre-employment drug/alcohol test.Working Conditions, Mental and Physical Demands The physical demands herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Supervisory Responsibility Receives general direction from the Planning Manager or his/her designee. Exercises direct and indirect supervision over professional, technical and office support staff. Expected Hours of Work/Work Schedule Monday-Thursday 7:00 AM - 6:00 PM (4x10 work week). Occasional evening and weekend work may be required as job duties demand. Travel 10-20% travel is expected for this position.

Salary : $116,170 - $155,679
