The BeautifySJ is a blight reduction, neighborhood beautification, and encampment management program within the Community Services Division of the Parks, Recreation, and Neighborhood Services Department. BeautifySJ Programs include, the Graffiti Removal Program, Illegal Dumping Program, Neighborhood Dumpster Day Program, Neighborhood Litter Program, Recreational Vehicle Pollution Prevention Program, Encampment Trash Removal Program, Encampment Abatement Program, Clean Gateways, and Cash for Trash Program.

The Parks, Recreation, and Neighborhood Services Department is currently seeking to one (1) Program Manager vacancy in the Community Services Division.
  
 Salary range(s) for this classification is:

  • Program Manager: 129,948 - $168,932.40

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The BeautifySJ Program is seeking to fill one (1) Program Manager position. This role will oversee various programs that provide services to encampments throughout the City of San Jose, including (but not limited to) Cash for Trash, Encampment Weekly Trash Pick-Up, and RV Pollution Prevention. The Program Manager will lead these teams while managing program budgets, developing workplans, tracking program performance, and collaborating across departments to align resources. They will also coordinate with intra-departmental and jurisdictional partners to achieve program goals. Selected candidates should expect to work in person as programs are implemented.


Applicants can also expect at times to work on projects that may include evening and weekend work.  
 

The duties of this position will consist of: 

  • Supporting the Division Manager and Deputy Director to develop and implement the Annual Division Workplan
  • Writing council and committee memos, developing reports, and monitoring program performance
  • Developing annual budget proposals and researching and writing grant proposals to diversify program funding
  • Overseeing an assigned budget and associated fiscal operations which may include contracts, and inter-agency agreements as well as program evaluation.
  • Leading and managing teams up to 30 full-time staff members, including management level and field staff 
  • Monitoring program performance to ensure alignment with program goals and outcomes
  • Evaluating, reviewing, and updating program Standard Operating Procedures (SOPs).
  • Working with intra-departmental partners to align resources to deliver program services and implement council and administration direction 
  • Collaborating with interjurisdictional partners to address complex blight and homeless encampment issues 
  • Ability to work in a fast-paced team environment with shifting priorities 
  • Implementing program diversity, equity, and inclusion principles into service delivery


This posting will be used to fill the BeautifySJ Encampment Services Program Manager position and may be used to fill other Program Manager positions in areas such as budget, human resources, or contract management.


Education: Bachelor’s degree from an accredited college or university in a related field.

Experience: Five (5) years of directly related experience, including two (2) years of supervisory experience.

Certifications: 
 
Form 700: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

Project Management: Ensures support for projects and implements agency goals and strategic objectives.
