The DPW is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating, and regulating development activities, and providing animal care and services. The Department of Public Works is recruiting to fill two (2) Senior Engineer position to lead technical staff that manages the department’s key functionsThis recruitment may be used to fill multiple positions in Public Works. Key responsibilities of these positions include, but are not limited to:

  • Leading, mentoring, and supervising staff by establishing goals, tracking performance, creating a positive work environment, maximizing staff development opportunities, and providing appropriate recognition.

  • Providing effective leadership during all phases of the project to ensure on-time and on-budget project delivery, as well as engineering expertise and training to staff and other workgroups to resolve complex or technical issues.

  • Participating in the development and revision of standard engineering specifications, criteria and policy and procedure statements.

  • Managing budget preparation and administration.

  • Monitoring budget and controlling expenditures for projects during all phases of the project.

  • Coordinating with Senior Staff and Division Analyst in developing project and staffing plans to address workload projections and budget constraints.

  • Supervising, reviewing, and approving the preparation and review of designs, plans, calculations, estimates, specifications, and contract documents for construction projects or other related engineering projects prepared by subordinates and consultants.

  • Preparing and negotiating conditions of consultant agreements and service orders, as well as manages consultant work efforts.

  • Providing excellent customer service while coordinating with internal and external City stakeholders.

  • Reviewing, evaluating, and approving all written reports and analyses, checking for grammar, punctuation, formatting, and technical related errors, including the editing of all written proposals and memos.


Transportation and Hydraulics Services (THS) Division

THS is responsible for the design, construction, and master plan of storm and sanitary sewers, pump stations, as well as preparing and managing the design and construction of street, traffic lights, streetlights, bridges, landscape and hardscape improvements.  THS also supports construction and engineering, upgrade and revitalization of the San Jose-Santa Clara Regional Wastewater Facility. In addition, this division provides general engineering support for general projects and electrical engineering review for projects constructed by private developers.


Roads and Bridges (R&B) Section

The Senior Engineer position in the Roads and Bridges section provides leadership and oversite for the teams that are responsible for the planning, design and construction of various roadway and bridge projects in the City including, but not limited to, street and roadway restoration, multi-modal and safety improvement, bridge and culvert repairs and improvements, undergrounding and utility improvements, etc. This section also manages the design and construction of various civil improvement projects such as traffic signal, vehicular, pedestrian and bicycle improvementsThis section also plays a key role in the initial damage assessment for FEMA projects and implementing the repair for hillside and roadwaydamaged during emergency eventsRequired tasks may include but are not limited to: 

  • Managing and leading technical staff in the section to review, design, and deliver transportation related Capital Improvement projects. 

  • Strategically planning, coordinating and managing roadways, pedestrian and bicycle improvement projects.

  • Supervising, reviewing, and approving the preparation and review of designs, plans, calculations, estimates, specifications, and contract documents for construction projects or other related engineering projects prepared by subordinates and consultants.

  • Preparing and negotiating conditions of consultant agreements and manages consultant work efforts.

  • Coordinating with senior staff and division analysts in developing project budget and staffing plan in order to address workload projections and budget constraints. 

  • Coordinating with other departments to plan, review, execute, and monitor roadway and safety related capital projects. 

  • Providing engineering expertise, training, and direction to staff and other workgroups to resolve complex or technical issues. 

  • Revising and updating the project specifications and plans to standardize the languages and details across the organization. 

  • Seeking innovative ways to effectively deliver projects and services. 

  • Facilitating improvements for the team and providing guidance and supports to help staff to be successful in their job and further advance in their career.


Master Plan Section

The Senior Engineer position in the Master Plan section provides leadership and oversight for a team of engineers in the review of complex professional plans and calculations to ensure compliance with uniform codes, maintenance practices, engineering principles, and other ordinances and regulations as they relate to the City of San Jose. More specifically, this position leads the storm and sanitary master plan teams consisting of City engineering staff. The Senior Civil Engineer is also responsible for overseeing consultant subject matter experts who assist City staff with citywide storm and sanitary sewer system hydrologic and hydraulic modeling, master planning, and supports the flow monitoring program for model flow quantifying and calibrationRequired tasks may include but are not limited to:

  • Reviewing, interpreting, and using riverine ICM and HEC-RAS models developed by in-house staff and/or Santa Clara Valley Water District staff, for flood management and storm drain modeling.

  • Data management and analysis including system data, flow/rainfall monitoring data, and land use data.

  • Interpreting design and performance criteria to identify sewer system deficiencies.

  • Developing and maintaining sewer/storm system models, with proper attributes/parameters, assumptions, calibrate model against actual data.

  • Evaluating improvement project alternatives utilizing storm or sanitary model.

  • Reviewing development proposals and model for land use projects.

  • Training modeling staff, utilizing consultants to train advanced modeling concepts, and cross training between both sanitary and storm master plan teams.

  • Working with City stakeholders and capital staff to evaluate sanitary and storm improvement projects which include remove and replacement as well as capacity enhancements projects.

  • Providing modeling support during design and construction phases of projects.

  • Working with City Development staff on large high-profile projects assisting with capacity analysis, alignment alternatives, and further establishing capacity guidelines for both storm and sanitary sewer facilities.


Sanitary Sewer Section

The Senior Engineer in the Sanitary Sewer section provides leadership and oversite for the teams that are responsible for the planning, design and construction of the sanitary sewer collection system including the City’s interceptors and sanitary sewer pump stations.  This includes managing the budget, staff resources, and project forecasting including, but not limited to, the implementation of capacity projects, adhering to and implementing regulatory and consent decrees requirements, and managing joint use agreements with neighboring municipalities and sewer districtsThe Senior Engineer leads the coordination with the Department of Transportation’s sewer maintenance section managing the sanitary sewer condition assessment program and assisting in mitigation of sanitary sewer overflowsRequired tasks may include but are not limited to:

  • Managing and leading technical staff in the section to review, design, and deliver sanitary Capital Improvement projects. 

  • Strategically planning and managing sanitary sewer improvement projects.

  • Supervising, reviewing, and approving the preparation and review of designs, plans, calculations, estimates, specifications, and contract documents for construction projects or other related engineering projects prepared by subordinates and consultants.

  • Coordinating with senior staff and division analysts in developing project budget and staffing plan in order to address workload projections and budget constraints. 

  • Coordinating with other departments to plan, review, execute, and safely deliver sanitary sewer capital projects. 

  • Providing engineering expertise, training, and direction to staff and other workgroups to resolve complex or technical issues. 

  • Revising and updating the project specifications and plans to standardize the languages and details across the organization. 

  • Seeking innovative ways to effectively deliver projects and services. 

  • Facilitating improvements for the team and providing guidance and supports to help staff to be successful in their job and further advance in their career.


Desirable qualifications include, but are not limited to:
  • Familiar with implementing State and Federal grant funded projects, including a general understanding and use of the Caltrans Local Assistance Procedures Manual (LAPM).

  • Background in roadway and traffic signal design including a general understanding and use of the Manual of Uniform Traffic Control Devices (MUTCD) 

  • Familiar with Federal Emergency Management Agency (FEMA) procedures for disaster or emergency assistance.

  • Familiar with the San Francisco Bay Municipal Regional Permit (MRP) and the various regulations related to storm water quality, trash load reduction and Polychlorinated Biphenyls.

  • Familiar with Green Stormwater Infrastructure (GSI) concepts including design and implementation.

  • Background in storm and/or sanitary system modeling including theoretical and hands-on experience.

  • Experience in sewer system hydraulic modeling including the creation and/or maintenance of City’s sewer/storm system models.

  • Familiar with Infoworks ICM and HEC software, GIS experience and related software.

  • Ability to coordinate construction activities including schedule review, inspection, and change management.

  • Familiar with National Association of Sanitary Sewer Companies (NASSCO) condition assessment coding system.

  • Basic understanding of both open cut and trenchless construction methods.


Salary Information

The salary range for Senior Engineer is $151,569.60 - $191,689.68 annually.


This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidate’s qualifications and experience. 

Education: Bachelor’s Degree from an accredited college or university in the required professional engineering discipline.


Experience: Five (5) years of progressively responsible professional engineering experience. 


Required Licensing:

  • Certificate of Registration in relevant professional engineering discipline. 

  • Possession of a valid State of California’s driver’s license may be required.
