GENERAL DESCRIPTION OF POSITION
Performs a variety of technical and customer service functions to assist with implementation of the City's utility conservation and drought response programs; conducts residential and commercial water and energy efficiency evaluations; conducts residential and commercial irrigation system evaluations, performs inspections relative to water and energy conservation programs; assists with enforcement of City water, energy and drought response ordinances; assists with residential and commercial irrigation plan reviews; provides customer support and assistance; and performs other related duties as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Conducts Residential and Commercial Water and Energy Efficiency Evaluations:
Analyzes water and energy usage patterns using utility billing and meter data.
Conducts field evaluations of homes and businesses to identify potential improvements in water and energy efficiency.
Estimates potential water, energy and utility bill savings.
Presents findings to customers and discusses recommendations.
Conducts Residential and Commercial Irrigation System Evaluations:
Analyzes outdoor water usage patterns using utility billing and meter data.
Conducts field evaluations of automatic irrigation systems to identify potential problems and improvements.
Estimates potential water and utility bill savings.
Presents findings to customers and discusses recommendations.
Performs Inspections Relative to Water and Energy Conservation Programs:
Evaluates customer eligibility for water and energy rebate/incentive programs.
Conducts site inspections to verify customer eligibility for rebate/incentive programs.
Conducts follow-up inspections to verify implementation of water and energy conservation measures.
Discusses program requirements with contractors and the public.
Assists with Enforcement of City Water, Energy and Drought Response Ordinances:
Identifies and documents code violations.
Investigates customer and employee reports of violations.
Issues and documents verbal and written notices of violation.
Discusses code requirements with the public.
Assists with Residential and Commercial Irrigation Plan Reviews:
Reviews irrigation system design plans for compliance with city, state and federal regulations.
Identifies non-compliance and specifies corrective actions.
Discusses irrigation plan requirements with contractors and the public.
Provides Customer Support and Assistance:
Responds to customer questions and concerns regarding water and energy usage.
Participates in public and educational events.
Assists with marketing City water and energy conservation programs.
Attends training, seminars and meetings.
Prepares documents and reports.
Drives frequently.
Perform any other related duties as required or assigned.
MINIMUM REQUIREMENTS
Two (2) years of college or technical training in plumbing, electrical, blueprint reading, architecture or a related field is required. Two years of related experience can substitute for each year of college.
Basic knowledge of plumbing and electrical systems is required.
Basic computer skills required.
Texas Irrigator, Irrigation Technician, or Irrigation Inspector license is required, or the ability to obtain within six (6) months of employment.
Must possess a valid Texas Driver's License with an acceptable driving record.
PREFERRED QUALIFICATIONS
Two (2) years of directly related experience in irrigation system installation and/or maintenance including reading plans is desirable.
Building Performance Institute (BPI) or Residential Energy Services Network (RESNET) certification is desirable.
Knowledge of rainwater harvesting systems, solar photovoltaic systems, commercial lighting, and xeriscaping is desirable.
Experience working in government or utility setting desirable.
JOB DIMENSIONS
Must be able to read and comprehend municipal codes, technical and equipment reference manuals, site and building plans, specifications, and other related documentation; must have the ability to prepare customer reports and program documentation.
Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, community groups, contractors, and the general public.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 50 pounds occasionally. Subject to handling, and vision constantly; standing, sitting, walking, kneeling, crouching, bending, reaching, lifting, carrying, handling, fine dexterity, hearing and talking frequently; crawling, climbing, pushing/pulling, twisting, balancing and foot controls occasionally.
Working conditions involve exposure to confined spaces, heights, general construction site hazards, and variable weather conditions.
