INFORMATION REGARDING COMPENSATION:
The full salary range for the position is $34.47/hr. - $47.63/hr.
The general hiring range for the role is $34.47/hr. - $39.65/hr.
The hiring salary will depend on the candidate’s experience, qualifications, and education.

Oversees a variety of City projects, proactively managing schedules and budgets; coordinating design, permitting, construction, contracts, and quality; and, ensuring compliance with federal, state and local laws. This position requires exceptional people and organization skills with an ability to work with all levels of leadership, community and business stakeholders. The Construction Manager will work closely with consultants, contractors, utility providers, suppliers, and various City staff throughout design and construction of capital improvement projects.  
EXAMPLES OF DUTIES: This list is ILLUSTRATIVE only and is not a comprehensive listing of all functions and duties performed by the incumbent of this class. Duties may include, but are not limited to the following:
  • Coordinate programming and pre-design, design and construction.
  • Manage consultants and contractors utilizing industry best practices for construction management.
  • Investigate and resolves technical issues.
  • Interpret plans and specifications and evaluate deviations from specified construction procedures including identification of impacts from deviation, estimation of any associated cost, and evaluation of deviation's effects on project budget and schedule in partnership with project management staff.
  • Mitigate impacts of change orders caused by site conditions and/or construction issues and monitor implementation of approved change orders on site.
  • Oversee capital improvement construction projects on a daily basis; make on-site inspections to review progress of work and answer questions; review preliminary and final contract plans and specifications with appropriate staff/consultants. 
  • Coordinate and facilitate meetings and work progress with developers, design project managers, contractors, subcontractors, inspectors, consultants, other city staff, property owners (citizens and businesses), franchise utilities, and local, state, and federal agencies.
  • Maintain project documentation and assist supervisor and City legal advisors in contract claim preparation and defense.
  • Assist in keeping the public informed of capital improvement projects.
  • Assist in the preparation of budgets for capital improvement programs and with the monitoring of capital improvement budget expenditures to assure that approved budgets are not being exceeded. 
  • Participate in developing and/or updating the Capital Improvement Plan and assisting with grant applications.
  • Respond to technical questions, explaining policies and procedures and interpreting engineering development standards. 
  • Work courteously and effectively with City staff, the City Council and its Commissions, Boards and Committees, other utilities, other public and private agencies, the business community, contractors, suppliers, and citizens.
  • Provide technical input and review of construction plans and prepares or reviews project specifications; perform quantity takeoffs and develops estimates for bid items based upon plans; perform and oversee independent estimates for contract related change orders to ensure cost effectiveness in contractor proposals; perform and oversee approval of materials for incorporation into public works projects to ensure compliance with City standards.
  • Assist in developing project presentations and providing presentations at City Council workshops and other meetings.
  • Implement, monitor, and maintain programs to verify compliance with local, state, and federal standards.
  • Communicate professionally and effectively with developers, contractors, consulting engineers, contractors, property owners, businesses, and the general public regarding assigned projects.
  • Collaborate regularly and proactively with Public Works Director, Community Development Director, Civil Engineer and other staff throughout project implementation to continuously improve efficiencies, procedures, and policies.
  • Performs other related duties as assigned.
Knowledge of:
  • Engineering and construction principles, methods, codes, procedures, practices, and materials, especially related to construction projects;
  • Technical and practical design of public works systems and City, state, federal, and other applicable standards;
  • Project planning, budgeting, bidding, and management methods, techniques, and objectives;
  • Contract negotiation and management methods, techniques, and objectives;
  • Political, legal, and governmental processes related to development and project management procedures;
  • Methods and techniques of funding capital improvement projects;
  • Municipal budgeting methods and techniques, especially as applicable to funding capital improvement projects;
  • State and federal grant and loan sources, requirements, application procedures, and administration for compliance;
  • Accounting principles and practices, with emphasis on municipal accounting systems;
  • Methods, techniques, and objectives of providing public information and education;
  • Surveying principles, practices, and techniques;
  • Operation of standard office equipment, a personal computer and laptop, and related software applications, including specialized engineering applications;
  • Public sector, government, or related environment and operations, including general municipal management terminology, codes, acts, and regulations.
Skill and Ability to:
  • Read, interpret, and understand engineering plans, blueprints, diagrams, and specifications;
  • Estimate costs and quantities of materials for projects;
  • Analyze billing submittals and manage the accounting of budgets for engineering projects;
  • Perform contract administration and management for capital improvement projects from inception through construction to final City acceptance;
  • Procure and manage consulting services for projects as needed, including preparation and distribution of requests for proposals (RFPs), selection, and monitoring performance for contract and budget compliance;
  • Negotiate and manage contracts, including monitoring work performed for compliance with contract stipulations and budget;
  • Perform mathematical, financial, budgetary and related calculations, including creating and using spreadsheets;
  • Operate a motor vehicle;
  • Create and maintain detailed records, databases, logs, and reports;
  • Prepare and present oral and written reports;
  • Operate a personal computer and laptop, and related software applications;
  • Operate standard office equipment;
  • Establish and maintain effective working relationships with elected officials, state agencies, local governments, contractors, coworkers, and the public;
  • Listen carefully to, understand, and effectively communicate through verbal, written, and electronic communication channels;
  • Perform duties to supervisor's expectations;
  • Follow verbal and written instructions;
  • Work independently and exercise initiative, with general guidance and supervision;
  • Maintain a professional demeanor at all times;
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
  • Demonstrate integrity and ingenuity in the performance of assigned tasks and solving problems;
  • Perform all duties in accordance with City policies and procedures with regard for personal safety and that of other employees and the public.
Physical Demands:
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use and climb ladders, use hands to manipulate and make adjustments to tools used in performing the essential functions of the classification, and reach with hands and arms. The employee must frequently lift and/or move up to 25 pounds. Specific vision abilities required by this classification include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Sufficient clarity of speech and hearing abilities required by this classification includes those which permit the employee to discern verbal instructions and communicate effectively in person and by telephone and to discern safety warnings such as alarms and emergency warning sounds, including vehicle backup warnings. While performing the duties of this classification, the employee works in a public office environment where the noise level is usually moderate. Field inspections may include exposure to adverse weather conditions, construction equipment, and traffic.
 
Working Conditions:
  • Works in a public building environment where the noise level is generally moderate and in a field environment at construction sites that include exposure to adverse weather conditions, heavy construction equipment, and traffic.
Education and Experience: 
  • Bachelor's degree in engineering, construction management, or a related field; and
  • Four years' experience in engineering, construction management, project management, or a related field; or
  • An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position.
Licenses and Certifications:
  • Valid driver's license
