The Process

SELECTION PROCESS : The qualifications of each applicant, as set forth in the application, will be continuously reviewed by the Personnel Department. Applicants whose applications clearly demonstrate they meet the requirements may be invited to participate in the selection process, which may be any combination of written, oral and / or performance exams. A score of 70% or above is required to advance through each phase of the process.

Salary : The salary ranges for Confidential / Unrepresented Group employees are reviewed annually by City Council and any changes made to the salary ranges are implemented by official action of the City. Confidential / Unrepresented Group employees shall receive a salary consistent with the Job Classification and Salary Range list as may be amended from time to time.

Confidential / Unrepresented Group employees' performance evaluations and step increases are provided consistent with City policy.

Retirement : Employees who meet the definition of a CalPERS classic employee are covered under the 2.5% at 55 Miscellaneous plan. Employees shall contribute the full employee PERS contribution. Employees (who do not meet the definition of a CalPERS classic employee) are defined as "new members" by CalPERS and are covered under the 2% @ 62 Miscellaneous plan. Employees shall contribute the full employee contribution as determined by CalPERS.

Longevity : Confidential / Unrepresented Group employees are eligible for longevity pay based on all years of continuous full-time service with the City of Sanger as a percentage of base wages at the following intervals :

  • 2.5% at 15 years
  • 2.5% at 20 years

Longevity compensation shall take effect at the beginning of the pay period following the employees anniversary date.

Insurance : City shall pay the entire premium for the life insurance plan, vision plan and dental plan costs. City shall pay the cost of medical insurance for the employee. Employees seeking to add dependent coverage for medical, shall pay $45 / month or $22.50 per pay period (24 pay periods per year) for dependent coverage. The City shall pay the balance of the premium for medical and prescription coverage.

Disability & Life Inursance : The City shall provide a long-term disability insurance plan that provides coverage 90 days after an employee has been absent from work due to illness or injury. The City shall provide a short-term disability insurance plan that provides coverage 8 days after an employee has been absent from work due to illness or injury.

The City currently pays the premium for a $50,000 group life insurance and accidental death or dismemberment policy.

Vacation : Confidential / Unrepresented Group employees shall accrue vacation leave credit at the rates set forth below for each pay period, up to a maximum accrual of 240 hours.

  • 0-2 years = 2.4615 hours per pay period
  • 2-5 years = 4.3076 hours per pay period
  • 5-10 years = 6.1538 hours per pay perio
  • 10-15 years = 7.0769 hours per pay period
  • 15-25 years= 8.0000 hours per pay period
  • 25 years= 8.6100 hours per pay period
  • Sick Leave : Sick leave shall accrue at 3.6924 per pay period.

    Holiday : Confidential / Unrepresented Group employees are eligible for holidays immediately upon hire. City paid holidays include :

    New Year's Day (January 1st)

    Martin Luther King Day (3rd Monday in January)

    President's Day (3rd Monday in February)

    Caesar Chavez Day (March 31st)

    Memorial Day (Last Monday in May)

    Juneteenth (June 19th)

    Fourth of July Labor Day (First Monday in September)

    Veteran's Day (November 11th)

    Thanksgiving Day (Fourth Thursday in November Day After Thanksgiving Christmas Day (December 25th)

    Administrative Leave : FLSA exempt Confidential / Unrepresented Group employees are currently provided seventy-two (72) hours of administrative leave each fiscal year, credited in the pay period that includes July 1st . Unused administrative leave is lost and shall not be accumulated, purchases, or converted to any other form of compensation or leave.

    FLSA exempt Confidential / Unrepresented Group employees hired after January 31st in any given year shall be granted thirty-six (36) hours of administrative leave for the remainder of the calendar year.

    Other Benefits :

    Bilingual Pay : Confidential / Unrepresented employees are eligible to receive bilingual pay in the amount of 5% of their base salary, calculated and paid bi-weekly as part of regular payroll. The City shall continue to determine those positions that require such abilities and the language or languages that will be compensated. An employee is entitled to receive bilingual pay provided that he / she has passed an oral proficiency exam as determined by the City and are assigned to provide translation services in addition to other duties contained within their specific job descriptions. Currently, the qualifying languages are Spanish and Punjabi.

    Education Assistance : Confidential / Unrepresented employees shall be entitled to reimbursements in accordance with the City's Employee Educational Reimbursement Policy.
