Under administrative direction, plans, organizes, manages, and directs the programs and activities of the City’s Parks and Recreation Department, including the functions of facilities and parks maintenance; formulates and implements departmental policies, goals and directives; provides professional assistance to City Council, City Manager, and City management staff on Community Services matters.
DISTINGUISHING CHARACTERISTICS
This single-position class has department head level responsibility for overall policy development, program planning, fiscal management, and operation of assigned divisions. The incumbent is responsible for developing and implementing department goals and objectives; and acts as a member of the City’s executive management team.
This is an at-will position that serves at the will of the City Manager.EXAMPLES OF DUTIES
Essential responsibilities and duties may include, but are not limited to, the following:
- Plans, organizes, manages and directs, through subordinate managers and supervisors, the divisions and functions of the Parks and Recreation Department which include but are not limited to Parks, Recreation, and Facilities Maintenance.
- Provides executive direction to staff to ensure department goals and objectives are met and are consistent with the City’s overall goals and objectives.
- Directs and oversees fiscal, personnel and program matters within assigned divisions and program areas.
- Develops, proposes, and implements programs designed to provide quality parks, open space management, recreation-related health, eldercare, after-school educational programs, and community wide special events.
- Determines priorities and directs the development of management systems and operating procedures for overall effectiveness.
- Monitors service performance and quality, evaluates department operations and implements policy and procedure improvements.
- Evaluates and improves operations to effectively manage costs.
- Identifies and evaluates alternatives for service delivery including outsourcing and private sector partnerships.
- Directs the preparation of and personally prepares a variety of complex administrative and technical reports including reports to the City Manager and City Council; directs the maintenance of departmental records.
- Participates as a member of the City Manager’s Executive Team involved in the formulation and execution of City-wide policies and long and short-term strategies.
- Manages and coordinates the development and implementation of capital and operating budgets for assigned divisions.
- Presents before City Council, commissions, public agencies, business and civic groups and other organizations in the discussion of assigned city functions, departments and related proposals, projects, and policies.
- Performs related duties as required.
REPORTING RELATIONSHIP
This position reports to the City Manager, directly supervises the Parks & Recreation Supervisor and indirectly supervises all Parks & Recreation staff.
DESIRABLE QUALIFICATIONS
Knowledge of:
- Principles and practices of public administration including general administration, personnel, program management, fiscal management and budgeting
- Current trends, principles, and practices of park management, recreation, education and senior program administration
- Management information systems

- Local government organization and operations
- Federal, State and local laws, rules and regulations regarding local government operations
- Research methods and techniques, methods of report preparation
- Theories, principles, practices and methods of supervision, training and performance evaluation
- Analyzing complex and sensitive administrative, operational, economic, political and organizational issues, evaluating alternatives and reaching sound conclusions.
- Developing and implementing parks, urban forestry, recreation, and animal service-related strategic plans, policies, procedures, and programs.
- Short and long-range planning.
- Organize, direct and manage the programs and activities of multiple, diverse organizational divisions. Select, train, evaluate, and manage professional and managerial staff.
- Establish and maintain effective working relationships with employees, employee representatives and organizations, City officials, other governmental jurisdictions and the general public.
- Effectively communicate in written and oral form.
- Provide effective leadership to multiple diverse organizational divisions.
- Effectively engage citizens and organizations in addressing emerging community issues. Think strategically in program planning, development, implementation, and evaluation.
- Establish appropriate timelines, milestones, and deadlines for project implementation and develop criteria to effectively measure progress in achieving project success and departmental objectives.
EXPERIENCE AND EDUCATION

Experience:
Eight (8) years of extensive administrative experience in a full-service municipal or county government agency, including three (3) years in a management position.
Education:
A Bachelor’s degree from an accredited college or university with major course work in public or business administration, finance, accounting or a closely related field. A Master’s degree in public or business administration or related field is highly desirable.
License:
Possession at time of appointment and continued maintenance of a valid California Driver’s License.
