The Management Analyst (Excepted) supports the City Manager’s Office by overseeing programs and projects, managing contracts, tracking expenditures, and coordinating and researching City Council requests. This role also coordinates interdepartmental relationships, provides budget assistance, prepares financial reports, and composes draft staff reports.

  • Provides staff assistance to the Mayor and City Council on a variety of issues and coordinates action and follow-through with City departments.
  • Assists the City Manager or their designee on assignments, which may include preparing and reviewing written reports, managing complex projects, and assisting with administering City initiatives, programs, and policies; coordinates related activities with City departments.
  • Compiles, analyzes, and monitors federal and state legislation and regulatory actions that may affect the City.
  • Conducts research, collects and compiles data, analyzes data, and provides findings.
  • Assists with administering initiatives, in conjunction with City departments and outside parties, to modernize City services and improve service delivery.
  • Coordinates and participates in community engagement activities, public events, and meetings; assists with department communications.
  • Assists with responding to inquiries and requests from the public, staff, and outside parties.
  • Assists with developing and documenting City Manager’s Office internal operating procedures.
  • Assists in budget preparation and budget utilization monitoring; makes program budget recommendations.
  • Attends, assists with, and serves as a City staff liaison to City Council, boards, and commission meetings; may publish legal notices and assist with recordkeeping.
  • Assists with developing Requests for Proposals and/or Request for Qualifications.
  • May prepare legislative proposals in conjunction with City departments and advocacy efforts with elected representatives.
  • May oversee contract and direct their advocacy efforts on behalf of the City.
  • May serve as a City staff liaison with various outside organizations.
  • Performs other duties as assigned.

Two (2) years of governmental administrative staff experience. Graduation from a four-year college or university with specialization in political science, public administration, business administration, or closely related field. Minimum qualifications may be met via an equivalent combination of experience and education sufficient to perform the essential job functions. Experience, education, and training must provide the knowledge, skills, and abilities listed below.


SPECIAL REQUIREMENTS

Possession and retention of a valid California Class “C” Driver’s License is a condition of continued employment in this classification.

Must be willing and able to work evenings, nights, and weekends, as needed.

 

KNOWLEDGE, SKILLS, AND ABILITIES

 

Knowledge of: Municipal government operations and issues; City Manager-Council form of government; legislative processes and role of legislative committees; interest groups and their roles in advocacy of federal, state, or local policies; pertinent federal, state, and local public sector laws, codes, and regulations; program development and administration; public information principles and techniques; research methods and techniques, statistical analysis, and applicable quantitative methods; budget administration; principles and practices of data collection, business letter writing, and report preparation; proper English usage, grammar, and punctuation; principles of communication and public speaking; record management practices and procedures; and safe driving principles and practices.

 

Skill in: The use of personal computers and business software applications, including Microsoft Word, PowerPoint, Outlook, and Excel; and the operation of modern office equipment.

 

Ability to: Oversee municipal programs and activities; understand, interpret, and apply Citywide and departmental codes, policies, and procedures, and applicable federal, state, and local policies, laws, and regulations; monitor county, state, and federal legislative programs; analyze and monitor pending and proposed legislation, assess its impact, and develop and write reports for management consideration; prepare legislative proposals; organize and prioritize work, projects, and multiple tasks in an effective and timely manner to meet deadlines; maintain confidentiality of sensitive information; communicate effectively, both orally and in writing; and maintain effective working relationships with City staff, City Council, lobbyists, and other special groups.

 

HIGHLY DESIRABLE

Bilingual ability in English and Spanish, and/or English and Vietnamese is highly desirable.


WORKING CONDITIONS

Environmental Conditions: Work is generally performed in a standard office setting. Occasional travel to different sites is required.

 

Physical Conditions: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, twist, and walk; to lift and carry up to 20 pounds; push and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard; and to utilize sight, hearing, speaking, reading, writing, and math ability to exchange information.

Writing Skills Examination (Tentatively scheduled for February 28 - March 2, 2025): (Qualifying) will evaluate the candidate's analytical and writing aptitude. The areas that will be evaluated may include: analytical thought process and proper English and grammar usage, clarity, conciseness, organization, content, and logical progression from one idea to the next. Candidates need a minimum passing score in order to continue in the selection process.

Oral Interview Examination (Tentatively scheduled for March 7, 2025): (Weight of 100%) will evaluate the candidates' experience and training, communication, education, and abilities in relation to those factors which are essential for successful performance on the job. Candidates need a minimum passing score in order to be placed on the eligible list.
