WATERFRONT DEPARTMENT

Our mission is to provide the community with a quality Waterfront for recreation and commercial use, along with mooring and landside services for boating. Approximately 252 acres of tidelands and submerged lands is managed by the Department. The area encompasses the Harbor and Stearns Wharf. Different from most City departments, Waterfront is an Enterprise Fund and operates from revenues generated from the lands we manage. Tenant rents, boat fees, parking fees, and other sources are put back into improvements and services, such as, preventative maintenance, capital improvements, parking services, staffing, public safety, slip and visitor boat services, special events, public education and more. THE POSITION

Assist the Waterfront Parking Supervisor in planning, prioritizing, assigning, supervising, and reviewing the work of staff responsible for City Waterfront parking lot operations and maintenance; assist in establishing schedules and methods for providing parking lot services; identify resource needs; review needs with appropriate supervisory staff; allocate resources; oversee kiosk operations; assist in collecting, counting and auditing fees; conduct field inspections, ensure operations are running smoothly; observe potential problems; determine maintenance needs; respond to public inquiries and complaints; investigate operations complaints as needed; provide information and assistance; receive emergency calls; assess problems and coordinate corrective actions; monitor and participate in maintenance and repair of parking equipment; participate in the selection of parking staff; provide or coordinate staff training; recommend and assist in the implementation of goals and objectives; implement approved policies and procedures; assist in maintaining an inventory of supplies; coordinate and assist staff with traffic control during special events; and perform related duties and responsibilities as required; Coordinate public and private entities for special event reservations including, but not limited to, phone inquiries and meetings.

Note : Position requires working a schedule from Sunday-Thursday, as well as holidays and special events. Oversees an hourly staff of between 17-25 employees per shift.

EMPLOYMENT STANDARDS

Knowledge of :

  • Basic parking lot operations and maintenance needs.
  • Principles and practices of lead supervision, and training.
  • Safety standards.
  • Principles of good customer relations.
  • Modern office procedures, methods, and computer equipment.
  • Principles of business letter writing and basic report preparation.
  • Pertinent Federal, State, and local laws, codes, and regulations.

Ability to :

  • Assist in planning, organizing, and supervising the operations of parking lots.
  • Select, evaluate, train, schedule and motivate hourly personnel.
  • Interpret and explain City policies and procedures.
  • Monitor, audit, and analyze procedures related to revenue collection.
  • Select and apply procedures in emergency situations without close supervision.
  • Establish and maintain effective working relationships and public relations with emphasis on customer service.
  • Communicate clearly and concisely, both orally and in writing.
  • Utilize Microsoft Office, Windows, Word, Excel, Outlook, and / or equivalent applications is highly desirable.
  • License Requirements : Possession of, or the ability to obtain, a California driver's license by time of appointment.

    Physical Standards : Position requires frequent visits to job sites; driving, walking, standing or sitting for extended periods of time; and some physical work such as setting up and removing signage / barricades, lifting, crouching and stooping.

    Job Conditions : Position may include minor disagreeable conditions involving parking lot situations and disagreeable conditions during periods of inclement weather, late evenings and emergency situations.

    THE SALARY RANGE consists of five steps, each representing an increase of approximately five percent. STEP INCREASES , through the top salary step, are tied to job performance with annual performance reviews. Employees receive annual performance reviews.

  • The City is a member of the Coastal Housing Partnership , which offers home loan assistance and rental reductions.
  • A standard 9 / 80 schedule is observed, with most offices closed every other Friday.
  • Flexwork / Telecommuting is available.
  • Bilingual pay may be available at a rate of $64 / pay period.
  • Vacation is accrued at 96 hours / year, increasing with City service.
  • Personal leave (32 hours) is provided each July 1st at the start of the fiscal year (pro-rated the first year).
  • Sick leave is accrued at the rate of 96 hours / year.
  • Holidays : 12 holidays are observed / year. Paid holiday time is awarded at the employee's applicable schedule, i.e., 9 / 80, 4 / 10, etc.
  • Retirement : The City does not participate in Social Security.
  • PERS Miscellaneous Formula : " Classic " members : 2.7% @ 55; City contributes 12.03% and employee contributes 8% of salary. " New " members : 2% @ 62; City contributes employee 12.03% and employee contributes 7.75% of salary.

  • Cafeteria 125 Plan : Employees who opt-out of the group insurance coverage or who select employee only coverage may be eligible for a cash pay-out of up to $362.38 / month.
  • Life and AD&D Insurance : City-paid term life insurance and accidental death and dismemberment ($50,000 each) are provided.
  • Employee Assistance Program : A City-paid EAP is available for employees and members of their household.
  • Long-term Disability Insurance is provided.
  • State Disability Insurance (SDI) and Paid Family Leave (PFL) is provided. Employee pays 1.1% of salary. For 2025, the anticipated SDI / PFL rate is 1.2% of salary.
  • Deferred Compensation Savings Plans (457) are available to employees through a deferred compensation program.
  • Uniforms will be provided by the City to those employees required to wear a uniform.
  • Employee must pay an amount equal to 1.45% of salary toward Medicare . An equal amount is paid by the City.

    Describe your experience handling public inquiries, dealing with problems and complaints, explaining rules and regulations and dealing with difficult people.
