THE POSITION
The City of Santa Barbara Information Technology Department is seeking a knowledgeable Information Technology Supervisor (Applications Supervisor) to organize, plan, and direct the work of technical and professional personnel supporting the City's enterprise application systems including Financial, Web, and other full service municipal applications. The Supervisor is also responsible for administering a robust computer training program.
Knowledge of: Principles and practices of employee supervision; research techniques and methods; budgeting practices; project management and planning methods; contract administration principles; standard hardware and software security practice and procedures; Information Technology principles and procedures necessary to fully support enterprise wide application systems including needs analysis, selection, implementation, configuration, operation, administration, support, and maintenance; systems analysis practices and procedures; basic accounting, statistical, business and office procedures; principles and practices of employee supervision; and support of Tyler Technologies Munis, Microsoft SQL, Reporting Services, Office, and SharePoint.
Ability to: Plan, coordinate, and schedule the work of others; lead and supervise technical staff in complex simultaneous projects; prepare and maintain a variety of reports and records; understand and apply user systems specifications in performing systems evaluation; plan, schedule, and complete projects efficiently and in accordance with City quality standards; analyze and interpret research and formulate appropriate action plans; prepare clear and concise program documentation, user procedures, and other written materials; exercise independent judgment within established guidelines; communicate clearly and concisely, orally and in writing; establish and maintain effective working relationships with staff, management, end users, vendors, and contractors.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Five (5) years of progressively responsible experience managing or administering application systems, including one (1) year as a project lead or team leader.
In addition to the above, at least two (2) years of project management and/or contract administration experience and two years in a lead or supervisory role; or an equivalent combination of training and experience is highly desirable.
Education and/or Training:
A bachelor's degree in Computer Science or related field

Salary : $136,657 - $166,106
