Under the direction of the Assistant City Engineer, this position will be part of the team responsible for administering the City’s capital improvement projects. The Project Development Coordinator is responsible for managing projects such as: pedestrian bridge and vehicular bridge construction and repairs, drainage improvements for roadways and parking lots at City facilities, median modifications for traffic control purposes, signal modifications, handicap access ramp construction, roof repairs and replacements, annual slurry seal program, and other projects as directed. Duties and Responsibilities: • Manages and oversees projects related to infrastructure and public facilities capital improvement projects; prepares requests for proposals; writes specifications; prepares cost estimates; oversees the bid process; negotiates and administers contracts; ensures compliance with grant funding requirements; conducts public meetings • Advises consulting engineers of City requirements during the design; conducts plan reviews for capital improvement projects to ensure project compliance with City codes and design standards • Conducts field visits, investigates and resolves citizen complaints related to assigned capital improvement projects • Attends project meetings and reviews projects in the field during all phases of the project. • Researches, prepares, and presents reports on a variety of engineering matters related to capital improvement projects • Oversees the research and compilation of engineering, and construction documents in support of capital improvement projects; maintains accurate records for assigned projects • Establishes positive working relationships with City employees, outside agencies, contractors, consulting engineers, and the public • Other duties as assigned• Bachelor’s Degree in Civil Engineering or a related field • Three years of construction project management or related experience, including one year of supervisory or lead experience is highly desirable • Possession of a valid certificate of registration as a Civil Engineer or Engineer-in-Training issued by the California State Board of Registration for Civil and Professional Engineers is desirable • A valid Class C California driver license or the ability to utilize an alternative method of transportation to carry out job-related functions • Knowledge of construction plans and specifications and the ability to evaluate, interpret, explain, and apply applicable engineering laws, codes, and regulations • Knowledge of engineering regulations, including construction codes, City ordinances and standards, and federal and state laws and the ability to ensure compliance with these codes, and laws • Project management skills and the ability to oversee and manage multiple projects simultaneously, be sensitive to deadlines and changing priorities, develop project cost estimates and project schedules, work within the constraints of the budget and schedule, and monitor contracts • Analytical skills and the ability to analyze engineering-related problems, be an innovative and strategic thinker, and provide sound policy and procedural recommendations • Written and verbal communication skills and the ability to communicate clearly and concisely; make public presentations; and write clear, concise reports • Interpersonal skills and the ability to build strong collaborative relationships with City employees, outside agencies, contractors, consulting engineers, and the public • Customer service skills and the ability to provide relevant information, find workable solutions, and resolve difficult issues • Strong work ethic and the ability to work both autonomously and within collaborative teams • Ability to lift, drag, and push files, paper and documents weighing up to 25 pounds This position will remain open until filled. Only degrees recognized by the U.S. Department of Education and accredited by the Council for Higher Education Accreditation will be accepted. As a City of Santa Clarita public employee, you may be called upon to work as a Disaster Service Worker (DSW) in the event of an emergency (in accordance with Government Code §§ 3100-3109). Before entering upon the duties of employment, all public employees, except those excluded by law, take and subscribe to an oath or affirmation set forth in the California Constitution, declaring them to be Disaster Service Workers in time of need. Compensation includes enrollment in California Public Employees’ Retirement System as a replacement for Social Security plus a competitive benefits package.
