Under the direction of the Solid Waste Administrator, this position performs a wide variety of routine and complex administrative and technical functions, project coordination, and program management in the environmental services field. Duties and Responsibilities: • Performs a wide variety of technical, financial, and outreach related activities for the Environmental Services division • Provides quality customer service to residents, businesses, developers, staff, and state and local agencies regarding environmental issues, recycling requirements and illegal hauling activity • Oversees Organics Compliance Program, including issuing and tracking waivers, monitoring edible food recovery program, educating food waste generators, and conducting SB 1383 inspections and documentation • Coordinates the distribution of SB1383 approved ground covers from the Franchised Hauler to locations within the City • Gives presentations to community groups, businesses, youth groups and schools • Prepares and distributes letters and notifications to businesses and residents regarding waste services • Reviews Construction and Demolition Plans (C&DMMP) for completion; issues approval; and processes applicable documentation and financial transactions • Reviews submittals for Development Review Committee (DRC), attends DRC meetings, and addresses questions at the public counter • Manages solid waste programs such as hauler cut-off and cancel lists, self-haul exemptions and green waste exemptions • Monitor usage of EV charging stations and coordinate repair of damaged EV stations • Researches, compiles, and organizes data for a variety of projects or reports, including biweekly, monthly, and annual reports • Receives inquiries regarding assigned projects and/or programs and provides appropriate information • Creates and maintains financial spreadsheets and records of contracts and project statistics undertaken by the Environmental Services division • Reconciles accounts and prepares reports and memos • Creates, updates, and maintains files • Monitors project and operational budgets within the Environmental Services division; assists with the preparation of the budget and year-end procedures • Completes special projects as assigned • High School Diploma or GED equivalent • Three years of experience performing administrative and technical support work • Bachelor’s degree in communication studies, environmental science, political science, physical science, public administration, or related field is highly desirable • Possession of a valid Class C California driver license • Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered • Ability to read, understand, and interpret complex laws, procedures, and work methods associated with state and local regulations • Strong problem-solving and leadership skills and the ability to work effectively with contractors to ensure they provide quality services, meet deadlines, and resolve issues that arise • Strong interpersonal skills and the ability to establish positive working relationships with state/local agencies and associations, City management, and staff • Ability to represent the City in a professional and customer friendly manner • Strong project management skills and the ability to oversee and manage multiple projects simultaneously and be sensitive to deadlines and changing priorities; ability to coordinate assigned duties with other City staff and programs • Strong organizational skills and the ability to manage time effectively to meet deadlines • Must have the ability to work and accomplish tasks independently and with limited supervision • Strong written and verbal communication skills and the ability to communicate effectively with the general public, public agencies, and private developers • Knowledge of proper English and grammar and the ability to write clear, concise, and comprehensive letters and reports • Strong public-speaking and presentation skills and the ability to reach various audiences and represent the City in a professional manner • Reliable team player with the ability to work both autonomously and within a collaborative team; ability to be proactive, take initiative, and work independently with limited supervision • Strong fiscal management skills and the ability to prepare, track, and administer budgets and contracts and the ability to interpret financial data • Strong computer skills, specifically with Microsoft Office programs • Ability to lift, drag, and push files, paper, documents, and event supplies weighing up to 25 pounds An online completed City application form is required to apply for this position. Only degrees recognized by the U.S. Department of Education and accredited by the Council for Higher Education Accreditation will be accepted. As a City of Santa Clarita public employee, you may be called upon to work as a Disaster Service Worker (DSW) in the event of an emergency (in accordance with Government Code §§ 3100-3109). Before entering upon the duties of employment, all public employees, except those excluded by law, take and subscribe to an oath or affirmation set forth in the California Constitution, declaring them to be Disaster Service Workers in time of need. Compensation includes enrollment in California Public Employees’ Retirement System as a replacement for Social Security plus a competitive benefits package.
