The Position

The current vacancy is for a Service Field Crew Leader for Harvey West Pool in the Recreation Division of the Parks and Recreation Department. The eligibility list established from this recruitment may be used to fill other Field Crew Leader vacancies during the life of the list. The eligibility list established from this recruitment is valid for up to one year from the date established unless the list is extended or abolished by the Human Resources Director.

Under direction, the Service Field Crew Leader supervises and actively participates in the work of crews performing assignments in the construction, maintenance, and repair of city streets and city facilities such as the Civic Auditorium, Harvey West Pool, and other recreation facilities; the maintenance and repair of city buildings and wharf facilities and adjacent public spaces; supervises and actively participates in the work of crews performing assignments at the Resource Recovery Facility or in the Parking Attendant and Parking Maintenance divisions; and performs related duties as assigned.

Typical Duties

(May include, but are not limited to, those duties listed below.):
  • Performs and directs all activities of a divisional field crew (as delineated in the Service Maintenance Worker, Senior Service Maintenance Worker, Senior Resource Recovery Worker, Custodian, Building Maintenance, Facility Attendant, Parking Control Maintenance Worker, Senior Parking Control Maintenance Worker, Parking Facility Maintenance Assistant, Parking Attendant and/or Senior Parking Attendant specifications).
  • Receives, plans, coordinates, schedules and communicates work assignments; responsible for ensuring the completion of all verbal and written instructions.
  • Determines quantities and types of materials, tools, equipment and labor needed to complete assigned projects; arranges for the delivery or pick-up of supplies. Inspects infrastructure in the field and determines needed repairs.
  • Plans, coordinates, directs and controls crew activities.
  • Responsible for ensuring the safety of workers, vendors, equipment and the public at a work site.
  • Supervises the placement of traffic control devices (cones, signs, flags, etc.).
  • Effectively resolves on-the-job problems as they occur.
  • Responsible for the crew’s effective interaction with the public, other crews, outside construction, maintenance workers, and City staff.
  • Responsible for the crew's observance of all City rules and regulations while on the job.
  • Trains workers in all aspects of job performance.
  • Maintains daily logs and records of work performed and materials used; photo documents conditions; completes routine reports, progress reports, work orders and maintains documentation and work records.
  • Assists in or independently performs the evaluation and discipline of crew members.
  • Responds to public inquiries and complaints; follows up with an investigation of staff procedures if needed.
  • Assists with development and implementation of new work procedures and policies.
  • Perform other related duties that may be reasonably expected as part of this classification.

In addition to the above Typical duties, Facilities Maintenance Crew Leader-Public Works Department/Operations
Division:
  • Performs maintenance and remodel of City buildings.
  • Performs installation, maintenance and repair of plumbing systems within City buildings.
  • Performs installation, maintenance and repair of electrical systems within City buildings.
  • May perform any of the duties associated with the class of Building Maintenance Worker II.
  • Maintains safety records for employees.
  • Works with fire and police personnel on citywide building safety and security issues.
  • May supervise custodial staff.
  • May work evenings.
  • May lead building and maintenance projects.
  • Meets with contractors and interpret construction documents.

In addition to the above Typical duties and Facilities Maintenance Division tasks, Civic Field Crew Leader-Parks & Recreation Department:
  • May act as Lead for event operations which includes supervising temporary maintenance staff, security teams and oversee auxiliary vendors (IATSE stagehands).

In addition to the above Typical duties, Recreation Division tasks, Harvey West Pool Field Crew Leader - Parks & Recreation Department:
(Current Vacancy)
  • Performs routine maintenance including equipment at recreational aquatics facilities.
  • Perform installation, maintenance and repair of plumbing; heating, ventilation, air conditioning; and electrical systems within recreational aquatic facilities.
  • Maintains standardized pool chemistry for public use, including adjusting PH levels and monitoring pool equipment.
  • Maintains safety records for employees.
  • May lead facility maintenance projects.
  • May act as lead for maintenance operations, which include supervising temporary maintenance and custodial staff, contract vendors, and may oversee custodial duties.

In addition to the above Typical duties and Facilities Maintenance Division tasks, Wharf Field Crew Leader -Parks & Recreation Department:
  • Supervises beach maintenance activities including beach grooming and maintenance of beach volleyball courts and equipment.
  • Coordinates volunteer beach cleanups and other volunteer work on the Wharf.
  • Operates water- craft as needed.
  • Plans and conducts finish grade painting projects.
  • Performs metal fabrication as needed.

In addition to the above Typical duties, Streets and Traffic Maintenance Crew Leader- Public Works Department/Operations Division:
  • Supervises and performs the construction, maintenance and repair of streets, sidewalks, manholes, curbs, gutters and storm drains.
  • Supervises and performs the painting of street markings, the fabrication and installation of street signs and the installation and repair of streetlights.
  • Assists City staff with special projects, as assigned.

In addition to the above Typical duties, Resource Recovery Field Crew Leader – Public Works Department / Refuse Disposal, Recycling Processing Division:
  • Supervises and performs landfill construction such as compacting, covering, and grading of landfill materials and the leveling and watering of landfill roads.
  • Trains and supervises workers in the safe and efficient operation of large equipment such as dozers, compactors, scrapers, graders, backhoes, loaders and cranes.
  • Supervises and performs the receiving, processing, baling and loading of recyclable materials.

In addition to the above Typical Duties, Parking Services Field Crew Leader – Public Works Department / Parking Attendant and Parking Maintenance Divisions:
  • Supervises, trains, plans, assigns, and reviews work of staff in collection and maintenance of parking control devices, parking meters, change machines, and parking facilities
  • Performs maintenance on parking control equipment.
  • Oversees and performs revenue control and collection from PARCS equipment, change machines, and parking meters
  • Maintains accurate records of daily revenue; resolves discrepancies and updates reports
  • Receives emergency calls; assesses problems and coordinates corrective action
  • Assists on overseeing monthly, quarterly and yearly invoicing of permit and validation accounts.

WORKING CONDITIONS
Position requires sitting, standing, walking, reaching, twisting, kneeling, bending, stooping, squatting, climbing, crouching, crawling, balancing, grasping, pushing, pulling, working overhead, making repetitive hand movement, using both hands and both feet, distinguishing by touch and working with finger dexterity in the performance of daily duties. The position also requires talking, hearing, plus near, far and color vision when performing work and operating assigned equipment. The ability to lift, carry, and push tools, equipment and supplies weighing up to 50 pounds is required. The incumbent works outdoors in all weather conditions, occasionally in temperatures above 100 degrees. The working environment has constant noise and subjects the incumbent to vibration. Work takes place on slippery and uneven surfaces, around machinery with moving parts or stationery equipment, around moving objects or vehicles, and occasionally on ladders or scaffolding, and below ground. In the course of work, the incumbent may risk skin and air exposure to solvents, grease, oils, diesel, synthetic diesel, fumes, dust, and silica. The work occasionally includes working with hands in water. The incumbent may be exposed to electrical energy. The nature of the work requires the incumbent to use power and noise producing tools and equipment and drive motorized vehicles daily.

Minimum Qualifications

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

Education and Experience:

  • High School diploma or tested equivalent; and
  • Three (3) years of experience in the installation, maintenance, and repair of streets, and/or building maintenance trades (plumbing, electrical, roofing and small construction) or experience working in a landfill/recycling facility (loader, compactor, excavator, material handler, forklift, recycling processing and baler experience) or working in a parking program as appropriate for the division to which assigned; with at least one of those years at an advanced working level comparable to the City's Senior Service Maintenance Worker, Senior Resource Recovery Worker, Resource Recovery Worker II or Senior Parking Services Worker classification; and,
  • One (1) year supervisory or lead experience.

Knowledge:
  • Construction Safety Orders issued by the State of California Department of Industrial Relations.
  • Information, symbols and markings used in engineered plans, sketches, diagrams and construction markers.

Skills:
  • Effectively and safely operate pneumatic hammers, air compressors, and other small tools and equipment related to the construction and maintenance trades.
  • Effectively and safely operate construction equipment such as backhoes, wheel and track front-end loaders and trucks. (Heavy equipment operation is not required for Parking Services Crew Leader or Facilities Maintenance Crew Leader.)
  • Perform maintenance and repairs on tools, equipment and machinery.

Abilities:
  • Learn the principles and practices of employee supervision, including selection, training, work evaluation and discipline.
  • Read and interpret engineered plans, sketches, diagrams, maps, specifications, manuals and construction markers.
  • Organize and prioritize a variety of projects and multiple tasks in an efficient manner.
  • Safely handle hazardous materials.
  • Coordinate, assign, direct, and review the work of others.
  • Resolve technical problems as appropriate for the situation.
  • Effectively train others in technical procedures, techniques, and skills.

  • Prepare and maintain accurate paperwork and/or computer files, such as records, logs, orders, surveys and routine reports.
  • Establish and maintain effective working relationships, act in a courteous and diplomatic manner with members of the public and City staff.
  • Provide clear verbal and written communications.

Licenses and Certificates
  • Possession and continued maintenance of a valid California Class C driver’s license.

In addition to the above Licenses and Certificates, for Wharf Field Crew Leader:
  • Possession of a California Boating Card by the end of the probationary period.
  • Possession of Arial, Scissor and forklift Lift Authorized Operator certificates within one year.

In addition to the above Licenses and Certificates, for Aquatics Field Crew Leader (Current Vacancy)
  • Possession of a Certified Pool Operator (CPO) credential within six (6) months of appointment.

In addition to the above Licenses and Certificates, for Streets and Traffic Maintenance Crew Leader:
  • Possession and continued maintenance of a valid California Class A or valid California Class B driver’s license with air brake endorsement.
  • Possession and continued maintenance of certification by the International Municipal Signal Association in Work Zone Traffic Control Safety and in Sign and Pavement Marking-Level III.
  • Possession of Forklift Operator Certification in accordance with OSHA standards.

In addition to the above Licenses and Certificates, for Resource Recovery Field Crew Leader:
  • Possession and continued maintenance of a valid California Class A or valid California Class B driver’s license and a safe driving record.

OTHER REQUIREMENTS
  • Willingness to perform on-call duty assignment and call-back work as required.
  • In addition, Streets and Traffic Maintenance Crew Leader must reside within a 30 minute response time by end of probationary period.

In addition to the above, the following qualifications are also required in specific assignments:
Facilities Maintenance Crew Leader – Public Works:

Knowledge:
  • Techniques, equipment, and materials used in the remodel and maintenance of City buildings including rough and finish carpentry, the building of cabinets and shelves, the repairing of furniture, the hanging and repairing of doors, the constructing and repairing of masonry work and the performance of other related structural fixes.
  • Techniques, equipment, and materials used in the installation, replacement, repair, and maintenance of plumbing systems with City buildings including restroom fixtures, heating and air conditioning systems, water systems, and sewage systems.
  • Techniques, equipment, and materials used in the installation, replacement, repair and maintenance of electrical systems within City buildings.

Abilities:
  • Lead building maintenance and construction projects such as carpentry projects, remodel projects, plumbing projects, and electrical projects.
  • Meet with contractors and interpret construction documents.

In addition to the above Facilities Maintenance qualifications, Wharf Field Crew Leader-Parks & Recreation Department:

Knowledge:
  • Techniques, equipment and materials used in the installation and repair of street lights.
  • Techniques, equipment and materials used in finish grade painting.
  • The techniques and procedures used to safely and effectively operate beach grooming heavy equipment, vehicles and tools, including loaders, forklifts, beach cleaners and large trucks.

Streets and Traffic Maintenance Crew Leader:

Knowledge:
  • Techniques, equipment, and materials used in the construction, maintenance and repair of sidewalks, manholes, curbs, gutters and storm drains.
  • Techniques, equipment, and materials used in the maintenance and repair of streets.
  • Techniques, equipment and materials used in the painting of street markings, the fabrication and installation of street signs and the installation and repair of street lights.

Skills:
  • Perform finished painting.

Resource Recovery Field Crew Leader:

Knowledge:
  • The full range of techniques, equipment, and materials used in safely handling and processing a variety of recyclable materials and performing resource recovery facility support functions.
  • The techniques and procedures used to safely and effectively operate resource recovery heavy equipment, vehicles and tools, including loaders, balers, forklifts, excavators and large trucks.
  • Environmental regulations governing resource recovery operations and the handling of hazardous waste.
  • Principles of construction and maintenance for Landfill and leachate systems, including design, construction and operation.
  • Safe operating procedures for all construction equipment used at the Landfill.

Abilities:
  • Coordinate, direct, train and evaluate the work of others.
  • Foster employee involvement in achieving productivity, Safety and customer service goals.
  • Resolve customer service, technical, and operational problems as appropriate for the situation.
  • Train employees in safety practices, rules and regulation and/or in technical procedure, techniques and skills.
  • Prepare and maintain accurate records, orders and reports.
  • Communicate effectively, both oral and in writing.
  • Use computer for word processing, database, and spreadsheet applications; and
  • Willingness to work, early morning, most holidays and potentially weekends.

Parking Services Field Crew Leader:

Knowledge:
  • Principles, practices, administrative procedures and codes related to parking regulations.
  • Cashiering/cash handling and audit procedures.
  • Effective customer services practices.

Abilities:
  • Understand, apply, and explain parking laws and procedures.
  • Accurately make mathematical calculations and resolve discrepancies.
  • Maintain accurate records of daily revenue and prepare reports.
  • Learn the techniques, equipment, and materials used in the usage, repair and maintenance of parking control devices, parking meters, change machines, and parking facilities.

Other Requirements:
  • Willingness to work weekends, evenings, and holidays, as assigned.

DESIRABLE QUALIFICATIONS
  • Successful completion of City of Santa Cruz’ Supervisory Training program (2008 or later).

Streets and Traffic Maintenance Crew Leader:
  • Skill to operate heavy construction equipment such as bulldozer tractors, cranes, motor graders and equipment transports.
  • Completion of training in the following areas: Project Cost Estimation; Principals of Supervision and Employee Performance Review; Project Work Planning and Scheduling; City Purchasing and Vendor Procurement Procedure; Right of Way Inspection and Documentation; Introduction to Reading and Interpreting Plans and Blueprints; Underground Service Alert (USA) Mark Out and Notification; Construction Material Identification and Estimation; Advanced Equipment Operation; Advanced Computer Application; Customer Service; and, Sign Fabrication and Software.
  • Possession of Traffic Signal Inspector I certification.

Facilities Maintenance Crew Leader:
  • Completion of training in the following areas: Project Cost Estimation; Principals of Supervision and Employee Performance Review; Project Work Planning and Scheduling; City Purchasing and Vendor Procurement Procedure; Right of Way Inspection and Documentation.
  • A technical degree and three years of experience working in operations and maintenance of a commercial or institutional facility,
  • Two or more years of experience in energy management of facilities with a focus on operations and maintenance.
  • Experience with Excel, Word, MS Project Manager, and/or CMMS.
In addition to the above Facilities Maintenance desirable qualifications, Wharf Field Crew Leader-Parks & Recreation Department:
  • Experience with event coordination.
  • Some landscape experience.

Civic Field Crew Leader:
  • Knowledge of the techniques, equipment, and materials used in the installation, replacement, repair, and maintenance of theatrical systems or event equipment such as stage systems, truss motors, safe rigging or hanging and use of genie lifts.
