Essential Functions
- Assume full management and leadership responsibility for all City operations.
- Assess ongoing operational needs and determine the best organizational structure to meet the goals and objectives.
- Make recommendations to the Mayor and City Council as to appropriate policies, procedures, and changes for a more efficient government.
- Implement policy decisions made by the governing body.
- Direct the development and implementation of the City’s goals, objectives, policies and priorities.
- Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocate resources appropriately.
- Approve personnel actions in accordance with City ordinances and regulations.
- Direct and confer with senior staff concerning administrative, operational, and organizational issues.
- Direct and participate in the preparation of studies, reports, contracts, agreements, agendas, correspondence, resolutions, and ordinances.
- Coordinate City activities with other governmental agencies and outside organizations.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Attend meetings of the governing body and of committees or send a delegate.
- Direct the development, presentation, and administration of the City budget; prepare and oversee funding requests needed for staffing, equipment, materials, services and supplies; monitor revenues and expenditures; and oversee midyear budget adjustments.
- Keep the Governing Body regularly informed of City operations and activities.
- Ensure that the City’s collective bargaining management teams are provided direction as to their authority to negotiate in good faith based on executive sessions held with the governing body prior to the negotiations.
- Stay abreast of new innovations in the field of City management and experience.
- Respond to media inquiries, governing body concerns, and issues and community needs.
- Prepare, justify, and / or administer the budget for program areas; plan, administer, and monitor expenditures to ensure cost-effective support of programs and policies; assess financial condition of an organization.
- Develop goals, document performance, review, develop, and / or modify work plans, methods, and procedures, determine work priorities.
- Provide work instruction, assist employees with difficult and / or unusual assignments, and encourage innovation.
- Resolve problems, mediate conflicts encountered during daily operations, determine appropriate solutions, and promote teamwork. Encourage regular communication and inform staff of relevant business issues and their impact on the organization.
- Develop work schedules to provide adequate staff coverage and approve leave and timesheets. Assign and distribute work, review work for accuracy and completeness, and return assignments with recommendations for proper completion.
- Provide performance feedback and formally evaluate the work of employees.
- Conduct hiring interviews and select candidate(s) for job opening(s).
- Provide reward and recognition for proper and efficient performance.
- Assist staff to achieve performance standards and identify opportunities for continual improvement and development to performance standards.
- Document causes for disciplinary action, initiate letters of reprimand, and make formal recommendations for disciplinary action. Respond to formal and informal employee grievances and prepare written responses.
- Ensure staff is attending training, including safety training on a regular basis.
Knowledge, Skills, and Abilities
Education Requirement
Bachelor’s degree from an accredited college or university with course work in Management, Political Science, Business or Public Administration or similar field.
Experience Requirement
Eight (8) years of increasingly responsible managerial experience in planning, organizing, directing, and overseeing a large organization.
Education and Experience Equivalency
One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
