What are the responsibilities and job description for the Storm Water Program Coordinator position at City of Santee?
Under general supervision, the Storm Water Program Coordinator plans, coordinates, implements and administers the education, inspection, enforcement, monitoring, data management and reporting activities of the storm water program in accordance with federal, state, and local laws and National Pollutant Discharge Elimination System (NPDES) permits; and performs related duties and responsibilities as assigned.
- Administers and coordinates storm water program components such as storm drain outfall, Total Maximum Daily Load (TMDL) monitoring, dry weather, and wet weather monitoring programs;
- Leads and participates in the development of regional and watershed storm water activities including the development of compliance-related documents;
- Represents the City in meetings, workshops and technical committees;
- Monitors the development of new storm water regulations including TMDLs, notify management and provide comments as appropriate;
- Prepares applicable state-mandated reports, write City Council agenda statements, comprehensive reports and correspondence;
- Oversees and coordinates inspections for construction, industrial, commercial, municipal, residential storm water compliance;
- Oversees the post-construction BMP management program to comply with permit requirements;
- Prepares notices of violations, administrative citations, compliance schedules and technical reports on violations for the RWQCB;
- Documents storm water program activities to provide data for reports;
- Develops practices and procedures for each program component to demonstrate compliance during an audit by the State or the Environmental Protection Agency;
- Provides accurate information to the public, City staff, contractors and developers regarding codes and regulations through individual contact in the field, over the counter, phone, at workshops or community events;
- Responds to reported storm water violations, providing educational information and follow-up as necessary;
- Reviews development proposals, designs and plans for compliance with storm water regulations;
- Participates in the administration and monitoring of the program budget and fiscal activities;
- Maintains the storm water program web pages on the City's website;
- Organizes public education workshops and provide compliance training for City staff;
- Aids development and distribution of educational brochures and other materials; and
- Performs related duties as required.

Any combination of education and experience which demonstrates the ability to perform the duties of this classification. An example would be:
Experience: Three (3) years of recent experience related to storm water management, coordination and/or inspection, NPDES permits compliance, or other related environmental compliance or construction programs.
*A Bachelor's degree in Biology, Marine Biology, Environmental Engineering, Chemistry or a closely related field is highly desirable.
*Possession of QSD (Qualified SWPPP Storm Water Pollution Prevention Program Developer) and/or QSP (Qualified SWPPP Practitioner) certifications are highly desirable.
*Public agency experience is also highly desirable.

Possession of or ability to obtain, a valid Class C California driver's license at time of appointment. A safe driving record is required and must be maintained throughout employment.
City of Santee employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
