This is the entry level class in the Budget Analyst series, that  includes the responsibility for administrative assignments which require basic analysis. This position performs professional analytical work in identifying, defining, analyzing and recommending solutions to budgetary and/or operational concerns for assigned division or department; and to provide information and assistance to the public regarding assigned programs and services.

Budget Analyst  perform work pertaining to the management or general administration of the work unit. Budget Analysts work directly with management policies, are responsible for the development and dissemination of major internal policy, or have ready access to confidential information pertaining to management relations, and may have access to confidential information pertaining to labor relations.  
  • Participate in routine project, program, administrative and analytical support functions; may be assigned responsibility for a program in its entirety.
  • Participate in the data collection, compilation and organization of budget documentation; monitor the approved budget by tracking expenditures and comparing to authorized limits; participates in preparation of status reports; reviews, investigates and approves budget related forms.
  • Conduct research and collect, compile and analyze information from various sources on a variety of specialized topics related to assigned programs, new programs and services, budget analysis and feasibility analyses; prepare technical records and reports which present and interpret data and identify alternatives; make and justify recommendations.
  • Prepare periodic reports of operations for management; performs cost benefit analysis to compare operating programs.
  • Prepare and presents data in a coherent oral, written or graphic manner.
  • May coordinate the planning and preparation of grant proposals; provides guidance and assistance in the interpretation of funding agency regulations and requirements.
  • May assist in the preparation of ordinances and other supporting program documents; monitor federal, state and local grants and related proposals; monitor compliance with applicable contractual agreements to ensure compliance with requirements and regulations.
  • Serve as a budgetary liaison with other organizations, community groups and the general public regarding coordination of programs and activities, grant administration and/or to resolve issues or concerns.
  • Receive and respond to complaints and questions from the general public relating to assigned area of responsibility; review problems and recommend corrective actions; prepare summary reports as required.
  • Participate in researching, drafting and implementing operational, administrative, program and other policies, procedures and legislation.
  • Monitor contracts and may provide analytical review of associated programs, project goals and objectives for compliance.
  • Participate in operating/capital budget preparation; assists in the preparation of goals, objectives and service levels; prepares assigned components of budget document.
  • Maintain calendars of department activities, meetings and various events; coordinate activities with other city departments, the public and outside agencies; attend meetings as a representative of Office of Management and Budget.
  • Participate in ensuring records are maintained according to retention schedules.
  • Perform other related duties and responsibilities as required.
Requires a Bachelor's Degree in Accounting, Finance, Business or Public Administration, or a related field supplemented by two (2) years of professional budgeting, contracts, accounting or financial management experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Additional Requirements
Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.Knowledge of:
  • Basic principles and practices of governmental accounting and budget administration.
  • State and city budgetary policies.
  • Basic methods of research, program analysis and report preparation.
  • Basic principles and practices of policy and procedure development.
  • Relevant local, state, and federal regulations.
Skill in:
  • Developing short-and long-range plans.

  • English usage, spelling, grammar and punctuation.
  • Modern office procedures and methods including common office software and hardware.
