The City of Savannah's Traffic Engineering Division seeks a dedicated Traffic Planner to enhance our transportation network's efficiency, safety, and sustainability. This role involves analyzing traffic patterns, developing innovative solutions, and engaging with the community to promote accessible, pedestrian-friendly environments. The ideal candidate will leverage data-driven strategies and collaborate with local stakeholders to support Savannah’s growth while maintaining its unique character. This position is responsible for implementing the City’s traffic calming program and conducting traffic safety studies and analyses, including ensuring consistency with best engineering practices. 

  • Attends meetings of and provides technical assistance to the City’s Traffic Calming Committee as well as the community.

  • Develops neighborhood traffic calming master plans based on industry-recognized best practices.

  • Conducts educational workshops on neighborhood traffic calming.

  • Performs analytical tasks including traffic data collection, manipulation, and analysis.

  • Prepares collision diagrams and crash summaries.

  • Prepares transportation reports and presentations of project analyses.

  • Performs field review of project study areas. 

  • Performs traffic operations and capacity analysis on roadway networks.

  • Conducts various traffic studies; prepares written summaries and diagrams related to traffic control and signalization warrants.

  • Performs other related duties as assigned.

Bachelor's Degree in Planning, Business/Public Administration, Urban Planning, Marketing, Public Relations, Graphic Arts, Communication dependent upon assigned department; with two (2) years of experience in traffic engineering, planning, using graphics software, marketing, public relations; or an equivalent combination of education and experience.  

Must possess and maintain a valid state driver's license with an acceptable driving history.

Additional Requirements
Background investigation, including supervised drug screen, post offer/pre-employment medical screen, and verification of education, certifications, and licenses required prior to employment.

Knowledge of the principles of conducting traffic surveys and studies.

Knowledge of the principles and best practices of traffic calming.

Skill in technical writing.

Skill in establishing priorities and organizing work.

Skill in the operation of computers and other modern office equipment.

Skill in public and interpersonal relations.

Skill in oral and written communication.


MINIMUM STANDARDS:

SUPERVISORY CONTROLS:  The Transportation Coordinator assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.


GUIDELINES:  Guidelines include the city and department policies, the Georgia Traffic Code, the Manual of Uniform Traffic Control Devices, engineering principles, and the Incident Command System protocols. These guidelines require judgment, selection, and interpretation in application.  


COMPLEXITY:  The work consists of varied supervisory and technical duties.  Strict regulations contribute to the complexity of the position.


SCOPE AND EFFECT:  The purpose of this position is to ensure the implementation of the City’s traffic calming policy and to assist in the completion and analysis of traffic studies. Successful performance in this position contributes to the efficiency and safety of city roadways.


PERSONAL CONTACTS:  Contacts are typically with co-workers, other city employees, engineers, consultants, vendors, developers, and members of the general public.


PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, provide services, motivate personnel, resolve problems, justify decisions, and negotiate and settle matters.


PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, bending, walking, crouching, or stooping. The employee occasionally lifts light objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.


WORK ENVIRONMENT:  The work is typically performed in an office or outdoors. The employee may be exposed to inclement weather conditions. 


SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.
