About the Position

This position is responsible for complex engineering and scientific issues within the Water Resources Division. Job duties include capital projects management, private development infrastructure design review, and water/sewer/reclamation master planning. Acts as a liaison with other City departments, other government agencies and the general public. Helps coordinate complex engineering and scientific issues and takes steps to identify and facilitate solutions.


Anticipated starting salary for this position may be up to mid-point depending on candidate’s experience and internal equity.  The full salary range is listed above and mid-point for this position is $56.81/hour or $118,164.80/annually.

Education and Experience:

  • A Bachelor's Degree in Civil, Environmental, Mechanical or Chemical Engineering or appropriate Physical Sciences including Chemistry, Biology, Geology, Environmental Sciences and Physics from an accredited educational institution.
  • Five years' professional level experience in one or more of the above areas in the field of Water Resources.

  • Licensing, Certifications and Other Requirements:
  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date.  The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
  • Obtain and maintain upon hire or promotion Registration as a Professional Engineer (PE) or Professional Geologist (PG) by the Arizona State Board of Technical Registration, OR by the technical board in another state, with the ability to obtain Arizona Registration within six months of hire or promotion.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.

Other pertinent licenses and/or certifications may be required of some positions depending on division/department/service assignment.


Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:

  • Performs technical reviews and quality assurance of work products developed by private engineering entities and other Water Resources staff.
  • Utilizes knowledge of applicable water/sewer codes, ordinances and design standards and interprets such documents as to how they relate to Water Resources goals and issues.
  • Participates in Water Resources Master Planning efforts and provides input including, but not limited to, future land use, water demands, water reclamation related projections and development trends. 
  • With the assistance of City Capital Projects Management (CPM), initiates and manages complex engineering projects, including the development of scopes of work and budgets, negotiating contracts with design consultants, and reviewing all deliverables. 
  • Leads and directs more junior engineering staff, including assigning responsibilities and duties.
  • Participates in the planning, design, and implementation of the Water Division's water, sewer, and reclaimed water systems infrastructure improvements.
  • Participates in the planning, design, and implementation of the Division's more complex water, sewer, and reclaimed water systems infrastructure improvements.

  • Most work is performed in a City office environment with field visits to water treatment, distribution, and collection sites.
  • Lift and carry materials weighing up to 30 pounds.
  • Operate a variety of standard office equipment including a computer, telephone, calculator, copy and fax machines requiring continuous and repetitive arm, hand and eye movement.
  • Travel to/from meetings and various locations.
