POSITION DESCRIPTION
Under general supervision, performs engineering inspection of public works construction projects and encroachments of City property or right of way; performs less difficult professional and sub professional engineering work in the plan checking and coordination of all projects requiring the installation of public improvements; interprets contract specifications to ensure contract compliance; performs other work as required.

SUPERVISION RECEIVED AND EXERCISED   
Receives general supervision from the Public Works Assistant Director or assigned staff.  Exercises no direct supervision of staff.  

DISTINGUISHING CHARACTERISTICS
This is a journey level class performing construction inspections on a variety of construction projects including streets, sidewalks, sanitary sewers, storm drains, underground pipes and conduits and other public works structures, and .plan checking of public and private improvement plans submitted by developers, engineers and architects. It is distinguished from the various registered Civil Engineer classes responsible for assigning and reviewing the work of Junior Engineer and performing more complex inspections and plan reviews.Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1.    Inspects a variety of public works construction projects, such as sidewalks, driveways, sewer mains and lateral installations, curbs and gutters, retaining walls, earthwork, street excavation and patchwork and other drainage facilities to determine compliance with contract specifications, state laws and local ordinances;

2.    Clears brush and determines and sets markers; uses measuring rods, tapes, surveying transits, calculators, etc., to determine distance, location, dimension, depth, grade and calculate volume of excavations;

3.    Prepares progress reports and change orders; maintains necessary field records including sketches, photographs, survey work, drafting and narrative notes;

4.    Meets and confers with representatives of utility companies, contractors, public agencies and the general public;

5.    Answers citizen complaints and requests for information; makes on site accident investigations and posts locations scheduled for repair;

6.    Works in the office in the issuance of permits, updating records, plan  

7.    checking  of  public  and  private  improvement  plans  submitted  by developers, engineers and architects, and making computations or preparing as built drawings;

8.    Operates electronic measuring, data collection and processing equipment; and

9.    Performs plan  checking  of  public  and  private  improvement  plans  submitted  by developers, engineers and architects.

10.    Reviews the completion of subdivision maps for compliance with the city's subdivision ordinance and State Map Act.

11.    Prepares maps in ArcGIS and  makes edits to plans in AutoCad.

12.    Maintains filing system of private development projects.

13.    Answers questions from the general public in person or by telephone.

14.    Assists in the preparation of a variety of technical reports.

15.    Prepares permits for contractors of public works projects.

16.    Performs other related duties as required.


Knowledge of:

•    Practices and procedures used in plan checking public and private improvement plans;

•    Surveying principles and practices;

•    Field engineering practices and basic design criteria;

•    Standard construction practices, including specifications, methods, materials and equipment;

•    Relevant state and local laws, ordinances, regulations and codes;

•    Safe work practices pertaining to the work;

•    Mathematics, trigonometry and algebra, including fractions, decimals and logarithms;

•    Methods and techniques of materials testing; and

•    Computer applications software used with standard desktop applications such as Microsoft Word, Microsoft Excel and related software programs and systems related to inspection work.

•    Basic practices and procedures used in an engineering office and field work including drafting, inspection and surveying.

•    Subdivision Map Act and city subdivision ordinances and polices.

Ability to:

•    Perform accurate engineering computations and prepare various drawings.

•    Read and interpret drawings, plans and contract specifications;

•    Keep clear, accurate and concise records and field sketches;

•    Calculate volumes and quantities;

•    Interpret and enforcing a variety of codes, ordinances and special requirements related to construction work;

•    Work independently in the field;

•    Write clear, accurate, and concise technical reports and correspondence;

•    Communicate tactfully and effectively with the public, property owners, contractors, and a variety of others encountered in the course of the work; and

•    Make accurate mathematical calculations related to inspection and permitting work.

•    Plan check improvement plans.

•    Conduct engineering related research and prepare technical reports.

•    Operate survey and engineering equipment.

•    Use English effectively to communicate in person, over the telephone, and in writing.

•    Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

•    Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Any combination of training and experience which is likely to provide the required knowledge and abilities would be acceptable for employment. A typical background would be:

Education: Equivalent to graduation from an accredited four year college or university with a major in civil engineering or related field.

Experience: Two (2) years of experience in municipal engineering or construction which included experience in construction inspection, and surveying or drafting. A course in ArcGIS and computer aided design (CAD) programs such as AutoCAD is also desirable.

Licenses and Certifications

•    Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.OTHER REQUIREMENTS
Must be willing to work outdoors in a variety of climatic and topographic conditions. Must be able to travel to various locations to meet the program needs and to fulfill the job responsibilities.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.  This is primarily a sedentary office classification although standing and walking between work areas and to conduct inspections may be required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

DISASTER SERVICE WORKERS
All City of Seaside employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
