Basic Function

About the Position
Under the direction of the Community and Economic Development (CED) Director, plan, organize and manage the operations of the Building Services Division, including plan review and inspection services; assure the compliance of construction projects with adopted code requirements; provide direction and management of the Code Compliance program and staff; prepare and control division budget; perform various administrative functions; select, train, supervise, motivate and evaluate the performance of assigned personnel; administer the City’s permitting obligations through its Interlocal Agreement (ILA) with the Port of Seattle and any active ILA; backup permitting system administrator to the Permit Center Manager . This position is exempt and ineligible for overtime.

Representative Duties

All responsibilities listed under this section are considered essential functions of the job.

Manage, plan, and organize the operations of the Building Division including work assignments, and interpretation of development code-related issues; coordinate with other City departments and agencies involved in the permit process; serve as the City’s Building Official.

Manage the Code Compliance program, including supervision of assigned staff, establishing priorities and procedures, and interacting with City Council on establishing program policy direction.

Administer the provisions of the Port of Seattle (POS) related to Permitting and Inspections. Coordinate with the Airport Building Department to identify and resolve issues related to the implementation of the ILA.

Coordinate building and code compliance activities with Puget Sound Regional Fire Authority (PSRFA) as needed to implement the City’s contract.

Develop, identify, and prioritize Division needs and program initiatives for consideration by the CED Director. Develop and implement policies, procedures and practices including review of the State Building Code, proposed new code provisions and new legislative bills for compatibility with City ordinances and codes; draft proposed ordinances addressing development code-related issues for consideration.

Train, supervise and evaluate the performance of assigned staff. Prioritize, assign, and review work to assure efficient division operations. Assess and monitor building services workload, administrative and support systems, and internal reporting relationships. Identify opportunities for improvement. Recommend and implement changes.

Required Education and Experience

  • An associate degree from an accredited college or university with major coursework in construction technology, structural engineering, construction management, or a closely related field. A bachelor’s or other advanced degree preferred.
  • A minimum of Five (5) years of progressively responsible experience in building inspection, plans examination, permit system operations or a closely related field, including a verifiable track record of success and a stable work history. At least two (2) years of progressively responsible experience in a supervisory and administrative capacity.

  • A combination of education, training and experience that provides the candidate with the knowledge, skills, and abilities to perform the job.

Licenses and Other Requirements

  • Valid Washington State Driver’s License required by date of appointment.
  • A satisfactory three-year driving abstract record, submitted prior to hire.
  • Valid and current Certified Building Official (CBO) certification.
Preferred
  • Valid and current International Code Council (ICC) certification as a Plans Examiner and as a Building Inspector. Other ICC certifications, such as electrical, mechanical, plumbing, or other specialty are preferred.

The successful candidate must have successful references and pass a criminal background check prior to hire.
