Federal Grants Manager

The Human Services department has an exciting opportunity for a manager of the team that administers HUD federal grants which in total represents approximately $65M in HUD related funding on behalf of the City of Seattle.

To date, the City of Seattle has invested more than $633 million in CDBG funds to improve the lives of low- and moderate-income residents. These investments have supported everything from home repairs for low-income homeowners, accessibility improvements at public parks, services to connect immigrants and refugees to meaningful paid work, and tenant improvements for small business owners. 

The right person for this role will have deep subject matter expertise in HUD federal grant administration, is capable of managing daily operations and is a visionary and strategic leader to help guide future policies and planning for these critical grants.

• Oversee the development, implementation, and results reporting of the City’s five-year Area Consolidated Plan.
• Work with City Budget Office, Office of Housing, Office of Economic Development, and others on eligibility of proposed projects and activities for federal funding and strategize how proposed projects can be grant-eligible if they address the City’s Consolidated Plan priorities.
• Advise HSD’s Budget Manager and CFO on anticipated Federal budget awards and allocations for CDBG, HESG, HOME, and HOPWA to support HSD budget development
• Supervise seven (7) professional staff and partner with CFO on workforce planning.
• Oversee and partner with team members and other City Departments to ensure compliance with CDBG federal funding requirements, including HOME, ESG, and HOPWA program operations, and HEARTH funding processes. Ensure City compliance with federal Davis-Bacon and Related Acts and State Prevailing wage and labor requirements, environmental reviews, and relocation requirements.
• Manage the HSD’s capital funding for multiple capital improvements projects across the city working closely with commercial developers in applying this funding to large complex construction projects.  
• Track changes in federal program regulations and adapt allocation and program priorities accordingly 

Minimum Qualifications:

• Bachelor’s degree in urban planning, public administration or related fields
• 5 or more years of progressive experience in direct federal grants management, with at least two years of supervisory experience 

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties

Desired Qualifications:

• Demonstrated experience managing federal grants such as CDBG, McKinney, HOME, ESG and/or HOPWA.
• 5 or more years of demonstrated experience in housing development, community and economic development, human services, planning, public administration or a related field.
• Demonstrated experience building/developing highly engaged teams.
• Strong written and oral communication skills, with demonstrated ability to effectively communicate with a diverse range of stakeholders and policy makers.
• Demonstrated experience building community consensus with ability to work with stakeholders and/or constituents.
• Knowledge of data-driven service delivery, with a focus on developing and tracking outcome-based service models including HUD proprietary databases.
• Demonstrated commitment to race and social justice values. 

The HSD pay range for this position is $59.75 - $76.94/hr. The full salary range for this position is $59.75 - $89.61/hr.
