THE OFFICE
The City Budget Office (CBO) works to make the best use of the City of Seattle's financial resources in implementing the priorities of the City's elected officials. Their primary role is to prepare the City’s annual budget. This is accomplished by analyzing departmental proposals and policies, advising decision-makers, looking for opportunities to make City government more fiscally sound and efficient, and working on behalf of the Mayor with departments and City Council staff.

Job Responsibilities
THE JOB
The City Budget Office (CBO) is seeking a qualified Fiscal and Policy Manager for Economics and Forecasting. This team focuses on revenue and cost forecasting in support of budget development, fund management, tax and revenue policy and other projects evaluating economic and fiscal effects of City projects, proposals and legislative changes. The team works in collaboration with policy, budget, law, tax administration, labor relations, human resources, finance, inter-governmental relations and individual and multi-departmental project teams within the City. This position works directly with the Mayor, Senior Executive Staff, City Council members and staff, Department Directors, and finance management staff, contributing toward the implementation of high-level policy and revenue decisions that have long-term implications across departmental lines. Finally, the position is responsible for coordinating with the City’s Office of Economic and Revenue Forecasts to present regular City revenue forecasts to decision-makers.
The Fiscal & Policy Manager for Revenues and Forecasting is part of CBO’s Management Team, which provides leadership and guidance for the office’s operations and staff. The scope of the role includes economic forecasting for a subset of city revenues, cost forecasting and rate setting for benefit funds, coordinating health care policy and analysis, drafting and review of legislative bills to assess revenue impacts, impose taxes, or create or modify financial policy, and being a primary presenter for the city’s revenues on behalf of the Mayor.

This full-time benefitted position is classified as a Strategic Advisor 3, Exempt in the City payroll system. It is exempt from the Civil Service System and FLSA (not eligible for overtime payment). The salary range for this classification is $59.75 – $89.61, the target salary for this job is $81.00 - $87.00.
Work Location and Hours: This position offers the flexibility of a hybrid work schedule. Individual schedules will be based on agreement between the employee and management.

For this job, we are looking for people who are:
- Adept at complex economic modeling and revenue forecasting, and have a strong foundation in economic principles
- Experienced with hands-on economic analysis and evaluating them within legal constraints and leadership guidelines
- Able to build and manage data sets with R, Python or other tools, and analyze the models, analyses and results of others that are developed using these same statistical tools
- Curious and knowledgeable about the workings of the national and local economies, and the legal and institutional underpinnings of municipal government and their relationship to the social environment and lives of Seattle residents
- Committed to racial and social justice and demonstrate this commitment in engaging with others, producing the work, and asking questions
- Project and/or people managers, who have been responsible for the quality, consistency, and timeliness of the work
- Proactive in seeking solutions and answers, whether it be organizational, communications, data quality, accounting issues, process improvement, financial planning, new tools, or policy recommendations
