Human Services, a department of the City of Seattle, funds and operates programs and services that meet the basic needs of the most vulnerable people our community – families and individuals with low incomes, children, domestic violence and sexual assault victims, homeless people, seniors, and persons with disabilities. 


The Safe and Thriving Communities (STC) division was created in response to the Black Lives Matter protests in 2020 and ensuing community advocacy efforts that urged the City to focus on BIPOC communities and shift safety investments into community-based organizations.  This position will be under the Mayor’s Office on Domestic Violence and Sexual Assault (MODVSA) which resides within the Safe and Thriving Communities division.  MODVSA funds organizations that support individuals, families, and communities in addressing domestic violence and sexual assault. 


This position coordinates and participates in the selection, negotiation, preparation, and administration of a variety of service contracts, sub-contracts, and interagency agreements in support of MODVSA. The Grants and Contracts Specialist position requires knowledge of the principles, methods, and legal requirements of contract preparation, negotiation, and administration.  


This position will report to the Grants and Contracts Supervisor with MODVSA. 

  • Develops, prepares, and negotiates project, agency, and consultant service agreements and amendments, including program goals and objectives, performance standards, reporting requirements, budgets, etc. 
  • Monitors and evaluates effectiveness and efficiency of services provided by contractors; reviews monthly and quarterly reports; conducts on-site visits; prepares written program evaluations to determine compliance with performance standards and Federal, State, and local regulations; recommends program modifications or funding changes as appropriate. 
  • Reviews and monitors accounting and service records of contractors to determine actual costs for services provided; reviews and monitors monthly invoices; ensures amounts charged comply with contract provisions and applicable laws, rules, and regulations; approves release of funds to reimburse contractor; may conduct annual fiscal assessments, and semi-annual analysis of contractor expenditure reports.
  • Represents department to other agencies, community groups, service providers, and the public. 
  • Provides technical assistance and training to contractors to increase their ability to provide quality services. 
  • Drafts reports, correspondence, and other written material.
  • Performs other related duties of a comparable level/type as assigned.

Minimum Qualifications:


Education: Bachelor’s Degree in Public Administration, Business, Contract Administration, Social Work, Public Health, or other human services related field. (or a combination of education and/or training and/or experience to perform the work of the class). 


Experience: Two years of professional experience in contract administration, budget management, planning, or human services administration.


OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Desired Qualifications:
  • Experience working with community-based organizations and community groups in the area of addressing gender-based violence. 
  • Experience developing contracts and monitoring for compliance with fiscal and programmatic standards.
  • Experience implementing, analyzing, and/or ensuring compliance with complex State/Federal laws, regulations, policies, and procedures in the provision of services to vulnerable populations.
  • Experience in providing technical assistance to strengthen compliance with contract terms or service delivery.
  • Experience staffing and/or facilitating small and large community meetings.
  • Extensive knowledge of human service programs and providers. 
  • Understanding of race & social justice principals and impacts of systemic racism and oppression on communities
  • Proven track record of providing customer service to a diverse set of stakeholders.
  • Proven track record of data review, analysis, and evaluation. 
  • Strong written, oral, and interpersonal communication skills with the ability to effectively communicate with peers, external partners, and those in leadership positions.
  • Demonstrated proficiency with standard computer software including Microsoft Office (i.e. Outlook, Word, and Excel).

The full salary range for this opportunity is $41.62 - $48.58 an hour.
