We invite you to join the Customer Energy Solutions Design & Management team of program managers leading the design, build, and implementation of customer-facing programs that center our customers’ energy needs and further our commitment to our organizational values. Our team has ownership of programs in highly dynamic and increasingly critical portfolio segments, including Transportation Electrification (e.g., EV charging), Renewables (e.g., solar production incentives, green power purchasing), and Energy Efficiency (e.g., rebates/incentives, midstream programs). The program portfolio is continuing to grow and diversify, as we prepare for our carbon-free future and seek to equitably serve our customers through our programs.
  
 These Program Manager positions will be responsible for cradle-to-grave development and ongoing management of innovative programs within our portfolio. Work responsibilities can be both tactical and strategic in nature and may focus on a single initiative or multiple programs. Success in these positions will require systems thinking, disciplined program management, leadership of cross-functional program teams, effective stakeholder communication, diligent planning, organization, and documentation, and a focus on continuous improvement to achieve the program business goals. This individual will work within a growing team of program managers and will work collaboratively with other teams in the Customer Energy Solutions (CES) department and across the utility to develop and deliver innovative programs that continue to push the envelope and create our post-carbon future.  

These positions will report to the Energy Planning Supervisor.   


Here is more about what you’ll be doing: 

  • Lead the cross-functional design, development, and management of customer-facing energy programs across the program portfolio.  These programs actively assist customers in meeting their energy-related needs (e.g., fleet electrification and EV charging, investing in customer-sited solar, energy efficiency home upgrades) while supporting utility goals, priorities, and values.
  • Manage and integrate the work of colleagues from teams across the utility in the cradle-to-grave program development process from initial concept and market identification, to pilot development and scale up, to on-going evaluation and maintenance, through to final exit strategy. 
  • Lead the development of program targets, workplans, milestones, budgets, materials and other resources necessary for successful deployment.  Establish business objectives, identify and map workstreams, and ensure that programs align to business strategy and deliver on business objectives.  
  • Identify, manage, and track risk in program design and implementation.
  • Collaborate with internal and external stakeholders to ensure that solutions and product initiatives are consistent and leveraged with other City Light, City and Regional offerings, and that they are supportive of customer and trade ally needs.
  • Keep abreast of industry best practices, identify markets and channels for programmatic focus and promotion, and align program design (e.g., participation processes, policies, procedures) with them.
  • Contribute to the development of program tools which may include workbooks, calculators, technical specifications, workflow diagrams, forms and other customer-facing communications.
  • Oversee the completion of required program documentation, including stage-gate Program Life Cycle documentation - business case, program plan, implementation plan, change request and program exit.  
  • Prepare consultant contracts, participate in the selection of consultants, coordinate and manage the work of consultants.

Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has: 

Requires two years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation; or other work directly related to City planning and development work; and a baccalaureate degree in planning, urban design, environmental studies, public administration, or related field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:  

  • Two or more years of experience designing and/or leading customer-facing programs
  • Demonstrated experience and success with program management and life-cycle (stage-gate) management processes. 
  • Experience organizing and leading cross-functional, collaborative teams that involve multiple, internal and external stakeholders.  Experience with stakeholder management, customer engagement, and building strategic partnerships
  • Experience coordinating and/or managing large professional services contracts, preparing budgets and overseeing delivery of services
  • Experience using community and customer outreach to inform program design and integrating race and social justice considerations into customer offerings
  • Experience applying technical and programmatic knowledge of energy management related areas including energy-efficiency, conservation, renewable energy, transportation electrification, and building electrification.
  • Excellent interpersonal skills, including the ability to maintain effective working relationships with business contacts, the public, consultants, trade ally community, and employees at all levels of the organization.
  • Industry certifications such as BPI, CEM, CMVP, LEED, PgMP, or PMP
  • Excellent oral and written communication skills
  • Ability to self-start, apply good judgement, and work collaboratively with limited supervision

The full salary range for this position is $47.54 to $55.32 per hour.
