SDOT has an exciting opportunity for a knowledgeable and collaborative Senior Real Property Agent on our Real Property Right of Way (ROW) team within the Capital Projects Division. This key agent will join a dedicated team that supports and negotiates the acquisition of significant parcels of real property and the disposition of surplus properties to support SDOT and City transportation projects. This position requires knowledge of acquisition and relocation laws for Federal, State, and local funding, and any Seattle Municipal Codes applicable to negotiations, acquisitions, title clearing, escrow and relocation. The position involves working across the entire organization, as well as collaborating with staff from other departments within the City. Come help keep Seattle moving!
  • Negotiates and conducts the acquisition of property rights on behalf of the City for Capital Projects. 
  • Prepares, analyzes, reviews, interprets, organizes, and/or directs the preparation of land and right-of-way related agreements, deeds, easements, permits, offer packages, waiver valuations, appraisals, etc., for a variety of project assignments with little to no supervision. 
  • Performs comprehensive legal research into proposed transactions such as deeds, waiver valuations, contracts, easements, title searches, right-of-way restrictions, zoning and land use requirements, encumbrances, value appraisals and price analysis, environmental impact statements, project permits, escrow accounts and franchise rights. 
  • Reads, writes, interprets survey drawings, legal descriptions, plats, title reports and plans.
  • Recommends initiation of condemnation when necessary to acquire real property; assists attorney in proceedings as required and may appear in court as an expert witness.
  • Well-versed in the Uniform Relocation Act and how to successfully certify the right of way for FHWA and FTA funded projects.
  • Supports department goals in promoting diversity and social justice in keeping with the City’s Race and Social Justice Initiative.

Minimum Qualifications:
Education:

  • Associate's degree in real estate, or a related field. 


Experience:

  • Three (3) years of experience as a Real Property Agent or equivalent.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.
 
Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:

  • Experience conducting a variety of property research through city and county records and resources, GIS, Kroll, and quarter-section maps. 
  • Experience performing waiver valuations to establish just compensation for non-complicated property rights. 
  • Solutions-oriented with flexibility to adjust strategies to meet the needs of a project. 
  • Ability to learn in a fast-paced environment.
  • Excellent written and verbal skills with the ability to build trust with a diverse public.

Other Requirements:
Work Environment/Physical Demands:

  • Work is typically performed in a hybrid work environment in which a minimum of 3 days of the work is completed in a City office, and 2 days of the work is completed remotely in a regular 40-hour work week.

License:

  • Current Washington State driver's license.

The full salary range for this position is $57.13 - $66.60 hourly.
