About Seattle Department of Construction and inspections (SDCI)
SDCI reviews land use and construction-related permits, annually approving more than 53,000 permits and performing approximately 240,000 on-site inspections. SDCI's work includes permit review and community involvement with Master Use Permits (MUPs); shoreline permits and design review; review and approval of permits for construction, mechanical systems, site development, elevators, electrical installation, boilers, furnaces, refrigeration, signs and billboards; field inspections for all construction and trade-related permits; annual maintenance inspections of boilers, elevators, and refrigeration equipment; and home seismic retrofits. SDCI’s work does not end at the permitting and inspection process but also includes enforcing community standards and managing tenant/landlord programs. In 2020, the Department had almost 24,000 complaint line inquiries ranging from housing standards, land use violations, construction without permits, junk storage, illegal tree cutting, shoreline regulations to tenant issues like emergency relocation, deposit returns and unlawful evictions. In addition, SDCI operates property owner and tenant assistance programs and the City’s rental registration program to provide essential community services and ensure that all rental housing in Seattle is safe and meets basic housing maintenance requirements.
The Seattle Department of Construction & Inspections (SDCI) seeks a data-driven individual to contribute to the strategic development of our services. As a Term Limited Temporary (Program Lead) Data Engineering & Innovation Analyst - Strategic Advisor 2, you'll apply your technical expertise to analyze SDCI data, identify opportunities for improvement, and create impactful visualizations. This role requires a strong understanding of how data can inform SDCI's business goals and enhance our service offerings. Key responsibilities include:
Artificial Intelligence (AI)/Machine Learning (ML) Integration and Application
- Explore and evaluate AI/ML solutions to enhance SDCI processes, such as automated document processing, predictive analytics for inspections, or improved customer service interactions.
- Develop and implement proof-of-concepts and pilot projects to test the feasibility and effectiveness of AI/ML applications within SDCI's data environment.
- Collaborate with data engineering and analysis teams to prepare and optimize data for AI/ML model development and deployment.
- Monitor and evaluate the performance of AI/ML models, ensuring alignment with SDCI's operational goals and ethical considerations.
- Stay abreast of emerging AI/ML technologies and best practices relevant to the construction and inspections domain.
Data Engineering
- Design, develop, and maintain data pipelines to extract, transform, and load (ETL) data from various sources, including internal systems, external APIs, and public datasets.
- Build and maintain data warehouses and data lakes to store and organize large volumes of structured and unstructured data.
- Support the implementation of customer/experience management (Qualtrics) tool suite and associated data sets and standard.
- Implement data quality checks and monitoring processes to ensure data accuracy and integrity.
- Get stakeholders to understand their data needs and translate them into technical solutions.
Data Analysis and Insights
- Analyze complex datasets to identify trends, patterns, and insights.
- Develop data visualizations and reports to communicate findings to technical and non-technical audiences.
- Use advanced statistical and machine learning techniques to predict future trends and optimize decision-making.
- Conducting deep quantitative and qualitative analysis to identify the root causes of complex permitting and inspections issues.
Data Governance
- Create and implement a comprehensive data governance framework, including policies, standards, and procedures.
- Establish and enforce data standards, such as naming conventions, data formats, and data quality metrics.
- Assign data ownership to specific individuals or teams to ensure accountability and responsibility for data quality.
- Form a data governance committee to oversee data governance activities, resolve data issues, and make strategic decisions.
Innovation and Process Improvement
- Manage complex projects from initiation to completion, including planning, scheduling, and resource allocation.
- Monitor project progress and adjust plans as needed to ensure timely delivery and quality outcomes.
- Communicate the plan for completion for inter-related discrete projects to achieve the higher-level strategy.
- Collaborate with cross-functional teams to develop and implement innovative solutions.
- Stay up-to-date with the latest data technologies and industry best practices.
Minimum Qualifications
- 3-5 years of experience in a data management and/or data engineering role
- Strong analytical and problem-solving skills
- Excellent communication and collaboration skills
- Excellent story telling skills including verbal, written, visual, and data
- Ability to build trust and engagement across teams and organizational structures
- Strong proficiency in SQL, Python, and data engineering tools (e.g., Apache Spark, Hadoop, Airflow)
- Experience with data warehousing, data lakes, and cloud platforms (e.g., AWS, Azure, GCP)
- Knowledge of data modeling, ETL processes, and data quality best practices
- Experience with data visualization tools (e.g., Tableau, Power BI)
Combination of education and/or equivalent experience to show increasingly responsible progression of work experience.
Successful candidates will possess the following knowledge, skills, abilities, education, and experience
- Bachelor's degree in Computer Science, Engineering, Statistics, or a related field
- Demonstrated ability in technical writing and editing various documents; and able to write in explanatory and procedural styles for multiple audiences
- Government and/or public sector experience
- Experience with Government Permitting systems (Accela, Bluebeam, etc.)
- Experience with Microsoft products, Webex, SharePoint and other technology software
- Experience with Visio, Miro or other visual modeling tools
- Experience with Qualtrics (Experience Management) tool suite
- Certification in organizational development and/or change management, for example: Prosci certification

The full salary range for this position is $76.02 - $76.02 per hour.
