The Office of City Finance (OCF) OCF is responsible for the financial operations of the City of Seattle. While working closely with the City's Budget Office. OCF oversees the City's financial control functions and enterprise reporting responsibilities and supports the goals set by the Mayor and the City Council by providing financial information and expertise. The Office of City Finance champions race and social justice and works progressively to realize the City's vision of racial equity by participating in the Race and Social Justice Initiative - RSJI, which requires fostering a relational culture and an openness to learn and apply new ideas and skills through an equity lens.
The Business Systems Division supports all enterprise back-office systems of the day-to-day operation for a specific Citywide operation for Financial, Human Resources (Timekeeping and Payroll), and City Business and Occupation License and Tax collection.
The OCF, the Business Systems Division, is excited to announce an outstanding opportunity for Workday Configuration Analyst. This position provides critical support for Workday HCM and Payroll and manages production intake by providing Workday expertise in configuring eligibility rules and configuration of business processes. The role will require the ability to build relationships based on support, trust, consistency, and proven competence, involving leading projects, troubleshooting issues, and providing guidance on best practices to ensure optimal use of Workday. The position will manage user support.
Process Design, Analysis, and Improvement
- Process design and development: Create and maintain Workday configuration of eligibility rules, business processes, including human capital management, payroll, and benefits planning.
- Use audit tools to analyze and audit Workday processes.
- Identify opportunities for improvement and develop and implement new processes and technologies.
- Assist in validating the solution to ensure the output aligns with business goals.
- Create process documentation, including standard operating procedures and workflow diagrams.
User Support and Collaboration
- Provide training and support to team members on new processes and best practices.
- Support the resolution of user service requests, including incidents, service requests, and enhancements.
- Act as a liaison between business users and technologists.
- Collaborate with cross-functional teams, stakeholders, and other Workday support team members.
- Communicate with stakeholders and shareholders to ensure alignment on proposed changes.
System Administration and Release Management
- Ensure accurate documentation of systems, integration dependencies, and system/software dependencies.
- Provide technical support and administration.
- Support bi-annual Workday releases, understanding changes and their impact on support services.
Minimum Qualifications:
• Two (2) years of experience with Workday as an analyst, consultant and/or manager.
• Two (2) years of combined experience with Workday HCM in any of these modules (Compensation, Benefits, Time Tracking, Absence, Payroll and Security) experience.
• Bachelor’s degree in computer science, Information Systems, Business Administration, or a related field.
(Or a combination of education, training or experience that provides and equivalent background required to perform the work.)
You will be successful if you have the following experience, skills, and abilities:
Experience
- Experience with system implementation deliverables including fit-gap analysis, system design and configuration, testing, training, reporting, requirements tracking, and business process improvement.
- Experience in HR, payroll, compensation, benefits, or time and absence configurations of eligibility rules and business processes.
- Experience with user support requests, service ticketing systems and issue management
- Experience in medium-to-large HCM implementation projects
Skills
- Advanced analytical problem-solving skills, a systems thinker, and influence business process flow.
- In translating between technical and non-technical audience to facilitate understanding Proficiency in Microsoft Excel.
- Familiarity with data privacy principles and legislation.
Abilities
- Ability to communicate clearly, both in writing and orally, to both technical and non-technical audiences.
- Excellent attention to detail, organization, and time management skills.
- Demonstrated ability to work independently and as part of a team in a cooperative effort

Work Environment
This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.
ADDITIONAL INFORMATION:
PAY
This full-time position is classified as an Information Technology Professional B-BU. The full salary range for this position is $52.63 - $79.00 per hour. After a pay equity and budget analysis, the salary range for this role has been identified as $59.25 - $70.00 per hour.
