Summary
Provides wastewater collections services for collection facilities and related systems. Assists with operation and maintenance of a closed-circuit, truck mounted robotic camera system for pipeline inspections and diagnostics of wastewater and storm systems. Assists with operation of a Vector (Jet/Vacuum) Truck and other excavation and equipment and other activities in the repair, maintenance, and functioning of wastewater collection systems pipeline and equipment and related infrastructure.
Distinguishing Career Features
The Collections and Infrastructure Specialist is the first level within a wastewater management sub-specialty, combining diagnostics and maintenance of subsurface pipe infrastructure and GIS pipeline mapping and documentation. This level requires a Collections Specialist I certificate. Advancement potential exists from Collections Specialist to Collection Specialist II, based on need, the ability to serve as a senior-level CCTV truck operator, Jet/Vacuum Truck operator, ability to perform advanced GIS documentation, and possession of a WWTP Operator I certificate.
Essential Duties and Responsibilities
- Assists with operation of Vac/Jet truck and CCTV Truck in the maintenance and operation of a sanitary sewer system; operates trucks of various sizes and weights in the loading, hauling, and unloading of various equipment, materials, and supplies.
- Assist with dewatering and de-gritting Vac/Jet truck on slab at WWTP; hose slab & keep surrounding area clean and organized.
- Assists work in the maintenance, construction and repair of sanitary sewer systems; assists with ordering and stocking sewer pipe and fittings; assist with hauling material to and from quarry as necessary.
- Assists with performing CCTV inspections of new sanitary sewer lines for City acceptance.
- Assists with maintaining accurate records of work completed and other required records; utilize and learn Excel, GIS and Cues Granite pipeline software applications to track and organize collected data; assists with analyzing data and making recommendations to Supervisor and/or Engineer for system repairs.
- Assists with locating for the City’s sanitary sewer & storm water collection systems and other city utilities as needed.
- Assists with investigating sewer complaints and discuss/troubleshoot with customers to determine ownership of problem; performs video inspection of side sewer with CCTV mini camera as necessary to further define scope and ownership of problem.
- Operates all types of city equipment as needed including but not limited to CCTV Equipment, Vac/Jet Equipment, smoke injection systems, backhoes, dump trucks, small compact equipment, and other equipment required to clean, maintain, inspect, and monitor sewer collection and conveyance lines.
- Assists with cleaning, inspecting, maintaining and monitoring manholes; repair leaks and channels as necessary using Confined Space Entry procedures.
- Assists with locating and eliminating illicit connections to the sanitary sewer system.
- Assists with maintenance duties of pump station wet wells; assists with yard maintenance duties at pump stations.
- Assists with maintaining and monitoring vaults of different varieties for various purposes.
- Assists with daily inspection of vehicles and equipment prior to driving or operating.
- Assists with routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to a supervisor; may assist with making repairs based on further instructions.
- Wash rolling stock & clean interiors as necessary.
- Performs all duties in conformance to appropriate safety, health and security standards, including OSHA, WISHA, L&I, and City Policies.

The position requires working knowledge of the processes, techniques, and all applicable safety practices, tools, and materials used in wastewater collections and diagnostics. Requires a working knowledge of equipment, materials and supplies used in utility maintenance, and a working knowledge of equipment and supplies used to do minor repairs. Requires a working knowledge of first aid and applicable safety precautions. Requires skill in the operation of listed tools and equipment to be used regularly. Requires the ability to understand and follow oral or written instructions. Requires the ability to communicate effectively verbally and in writing. Requires the ability to observe proper safety precautions. Requires the ability to establish effective working relationships with co-workers, supervisor and the public. Requires ability to perform heavy manual tasks under varying weather conditions. Requires the ability to drive and proficiently operate a variety of equipment under varying conditions. Requires the ability to work from construction specifications or blueprints. Must be able to adhere to a strict time schedule, be punctual and a self-starter. Requires basic skills and ability in the areas of plumbing, carpentry, basic electrical work, welding, and general mechanics. Requires the ability to troubleshoot and maintain various equipment and systems within the public works environment (pressurized air, vacuum, hydraulic, water, sewer, electrical). Requires the ability to work independently and complete daily activities according to work schedule.

Requires the ability to carry out the essential functions of the position with limited supervision and technical guidance. Requires the ability to independently maintain operational processes and procedures connected with wastewater collection and the subsurface infrastructure. Requires the ability to use specialized computer-aided hardware and software for inspections and diagnostics. Requires the ability use the full range of tools and equipment that support this work. Requires the ability to record alphanumeric data. Requires the ability to make process adjustments to ensure that flow stability is maintained
Physical Abilities
Requires the ability to stand, walk, and manipulate (lift, carry, move) light to medium weights of up to 50 pounds on an intermittent basis, pushing, pulling, guiding over 50 pounds on an infrequent basis. Requires the ability to stoop, kneel, and crouch to place and move work objects. Requires the ability to perform full arm extension and movement out and overhead. Requires sufficient hand-eye coordination, hand and finger dexterity including ability to grasp, and visual acuity to operate equipment and read technical and safety information. Requires the ability to work on varying work shifts and in disagreeable work conditions that have septic and chemical exposure risks.
Education and Experience
Education: Must be a high school graduate or equivalent.
Experience: Two years’ experience in repair and maintenance work, or any equivalent education and experience
Licenses and Certificates
- CDL WA License
- Possession of a Collection Specialist I Certificate issued by the Washington State Department of Ecology or the ability to obtain this within 6 months.
- Valid First Aid and CPR cards or ability to obtain within six months.
- Valid Washington State Traffic Control FLAGGER license or ability to obtain within six months.
Other Licenses which are desired and may be required:
- · Erosion and Sedimentation Control (ESC Lead) certified.
- · Fork/Scissor Lift Operator Certification.
