The City of Sequim is seeking a detail-oriented and proactive IT Systems Administrator with strong problem-solving skills and a commitment to innovation. This role is essential in maintaining and enhancing the technology that supports our vital City services.

Under general direction, the Information Technology Systems Administrator performs a full range of technical, customer service, system design, development, implementation, and maintenance activities related to the City’s Information Technology systems. This includes managing cloud-based platforms, enhancing cybersecurity resilience, and supporting dispersed work environments. The position also evaluates and recommends new technologies to enhance the City’s business plan while providing education and technical support to staff.

STARTING SALARY RANGE: $35.73 - 42.61 per hour

According to the Collective Bargaining Agreement, employees will start in the lower end of the salary range.

This position is eligible for longevity pay, which entitles the employee to a 2% pay increase for every five years employed at the City, to a maximum of 8% after 20 years.  Taking these numbers into account, the salary for this position could ultimately range from $35.73 - $46.02 per hour, with the upper pay appropriate for an employee who had 20 years of longevity with the City of Sequim.
  1. Network and Systems Management: Design, implement, and optimize the City’s local and wide area networks (LAN/WAN) and cloud infrastructure. Configure and maintain servers, routers, switches, wireless devices, and virtual desktop infrastructure (VDI).
  2. Cloud and Virtualization: Manage cloud platforms such as Microsoft Azure and AWS. Support virtualization environments (e.g., VMware, Hyper-V), and network security appliances. Implement software-defined networking (SDN) solutions to enhance connectivity and performance.
  3. Cybersecurity: Monitor and mitigate cybersecurity threats using SIEM tools, endpoint protection, and vulnerability assessments. Ensure compliance with NIST, CIS, PCI DSS, and other relevant frameworks. Develop and enforce IT security policies based on industry best practices and frameworks such as NIST CSF and CIS Controls. Conduct security awareness training for City employees and assist in incident response planning.
  4. Hybrid Work Support: Enable hybrid and remote work setups, including VPN configuration, collaboration tools (e.g., Microsoft Teams, Zoom), and mobile device management (MDM).
  5. User Support and Training: Serve as the first point of contact for IT issues via telephone, email, and walk-ins. Document and resolve issues in ServiceDesk software. Create knowledge bases, written guides, and video tutorials for end-users. Provide training on Microsoft 365 tools, SharePoint Online, and other platforms.
  6. Systems Integration: Develop and maintain integrations between key business applications, ensuring seamless workflows and conflict resolution. Leverage scripting languages (e.g., PowerShell, Python) and automation tools (e.g., Ansible, SCCM, Intune) to streamline IT operations. Develop dashboards and reports using Power BI or similar tools to support data-driven decision-making.
  7. Disaster Recovery: Perform regular backups of databases, file systems, and virtual machines. Assist in planning and implementing disaster recovery and business continuity strategies.
  8. Documentation: Prepare network diagrams, system documentation, and user training materials. Maintain comprehensive IT knowledge bases and procedures.
  9. Vendor Coordination: Collaborate with vendors on software procurement, licensing, and issue resolution.
  10. Team Collaboration: Assist and cross-train with other department staff to ensure consistent IT operations.
  11. Other Duties: Perform additional responsibilities as needed to support departmental and organizational goals.
  • Bachelor’s degree in computer science, Information Systems, or related field (or equivalent experience)
  • Four or more years of experience in network systems, cloud environments, and virtual desktop services.
  • Relevant certifications such as Azure Administrator, CompTIA Security , AWS Solutions Architect, CISSP, and ITIL 4 are highly desired.
  • Experience working in government or other regulated fields is a plus.
  • A valid Washington State driver’s license within 30 days of hire is required.
  • Fingerprinting and background check required for CJIS certification within 30 days of hire.

KNOWLEDGE, SKILLS and ABILITIES
  • Knowledge of:
    1. Cloud platforms (Azure, AWS) and hybrid IT environments.
    2. Virtualization technologies (VMware, Hyper-V) and virtual desktop infrastructure (VDI).
    3. Cybersecurity principles, tools, and compliance standards (e.g., NIST, CIS, PCI DSS).
    4. Networking protocols (TCP/IP) and services like Active Directory.
    5. IT service management frameworks (e.g., ITIL 4).
    6. Integration of business applications and workflow optimization.
    7. Regulatory compliance requirements, including CJIS, as applicable to municipal IT operations.
  • Skills at:
    1. Troubleshooting and maintaining complex IT systems, including cloud and on-premises environments.
    2. Creating user-friendly documentation and delivering effective training.
    3. Managing ServiceDesk tickets and maintaining excellent customer service.
    4. Communicating technical concepts clearly to non-technical users.
  • Ability to:
    1. Prioritize tasks and manage multiple responsibilities effectively.
    2. Work collaboratively in diverse teams and independently.
    3. Analyze complex technical issues and develop practical solutions.

WORKING CONDITIONS
 
To perform the essential functions of the job, incumbents must be able to:
  • Perform tasks such as stooping, crawling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing/listening, observing, and repetitive motions.
  • Exert up to 50 pounds of force occasionally to move and install equipment, using assistive devices as needed.
  • Work in confined spaces such as server rooms or network closets.

Salary : $74,318 - $88,629
