Overview
City Secretary position is responsible for performing mandated and statutory requirements as defined Federal and State Law and City Ordinance. The purpose of this position is to perform the duties of the City Secretary's office. This is accomplished by preparing and dissemination of documents for City Council and other various meetings, elections and public records. Also, assisting the City Administrator, Mayor and City Council with special projects or research and preparation of the annual budget.
Under direction of the City Administrator, Mayor and City Council, this position performs duties as custodian of official records for the city; attend and record proceedings of official meetings of the City Council and oversee city elections. The City Secretary is to notify the public of City Council meetings and council appointed board meetings as well as public notifications of elections. This position is responsible for ensuring compliance with the State Open Meetings Act.
Responsibilities
- Notify the public of open meetings of the City Council.
- Prepare the agenda and background material for City Council meetings and other board meetings as well as take detailed and accurate notes.
- Work and coordinate with the Texas Water Development Board on current and future projects.
- Work with other State and Federal agencies on matters of compliance and finance.
- Communicate courteously and effectively with other employees, officials and the public.
- Effectively coordinate city elections.
- Prepare, administer and manage departmental budgets effectively.
- Perform other work as required or assigned by the City Administrator, Mayor and City Council.
Qualifications
- Graduation from high school is required. A two-year associate's degree or certification program is required or four years of experience. A bachelor's degree is preferred.
- MUST have a certification as a Texas Registered Municipal Clerk.
- Current Class C driver's license.
- Excellent time management skills with the ability to prioritize tasks efficiently.
- Strong attention to detail and proofreading abilities to ensure high-quality documentation.
- Working knowledge of Incode.
- Ability to work independently as well as collaboratively within a team environment.
- Must be an exceptional leader and trainer.
