    Summary of Job

    Subject to legislative rulings, initiates, and develops, directs, plans, and / or supervises the implementation of all matters related to comprehensive planning; zoning; development and redevelopment activities; project funding; building inspection services; tourism promotion and development; and performs related work as required.

    Responsibilities

  • Manages and implements the comprehensive plan for the city.
  • Develops and executes a business marketing plan.
  • Initiates, plans, directs, and coordinates programs which promote the economic development of the community including business recruitment, business retention, downtown revitalization, neighborhood revitalization, housing, community facilities, and other areas that affect the growth and development of the community.
  • Stays informed on modern developmental procedures.
  • Establishes policies for administering the various divisions of the department, reviews plans, and works in progress for adherence to established policies, proper planning and building inspection practices, safety regulations, and administrative procedure.
  • Effectively trains, supervises, and develops department personnel and directs compliance with all applicable City and department policies, including personnel ordinances and regulations.
  • Prepares and reviews personnel job performance ratings, and recommends payroll changes as well as hiring, promotion, demotion, or dismissal actions.
  • Prepares the departmental budget, special revenue fund budgets, and capital improvement budgets, and maintains fiscal controls on all departmental revenues and expenditures.
  • Administers and coordinates the activities of the Plan Commission, Redevelopment Authority, Historic Preservation Commission, Housing Rehabilitation Commission, and Architectural Review Board.
  • Acts as technical advisor to and liaison between the Housing Rehabilitation Committee, Planning Commission, Redevelopment Authority, Architectural Review Board, Joint Review Board, Common Council, City departments, and consulting firms.
  • Initiates alternatives and plans for current and long-range municipal projects such as annexation, parks and recreation, streets and highways, parking, urban renewal, etc.
  • Prepares and recommends legislation regarding zoning, subdivision regulations, etc.
  • Identifies problems affecting the growth and development of the community and recommends policies to be followed.
  • Takes appropriate action to foster inter-jurisdictional and business cooperation by keeping appropriate officials informed of the City's goals and by cooperating with and assisting businesses and other organizations engaged in promoting the growth of commerce and industry.
  • Assists with the negotiation of development agreements.
  • Recommends and applies for applicable Federal, State, and local grants and supervises project implementation.
  • Oversees the Sheboygan Business Center and South Pointe Enterprise Campus. Recruits businesses to the existing business parks, implements expansion of park, and coordinates purchase and sale agreements.
  • Works with private sector, local business, educational institutions, Sheboygan County Economic Development Corporation, Harbor Centre Business Improvement District, Chamber of Commerce, and lending institutions to develop and foster growth of high-tech industries, a business incubator, recruitment of new businesses, and retention, expansion, and relocation of existing businesses.
  • Coordinates the creation of new tax incremental financing (TIF) districts and the modification of project plans for active districts.
  • Oversees various construction projects as they relate to grants, programs, and department activities.
  • Maintains effective public relations. Develops public and / or private partnerships. Prepares and makes presentations regarding community and economic development. Provides information to news media representatives, business / industry representatives, civic groups, service organizations, and government officials, in both oral and written forms.
  • Serves as the City sustainability coordinator. Participants in Green Tier Legacy Community Charter on sustainability initiatives.
  • Continually seeks outside funding for civic improvements, livability and sustainability with the DOT, DNR, DOC, DOJ, Federal EDA and HUD, and local and regional foundations and corporations.
  • Manages the Community Development Block Grant (CDBG) program through the U.S. Department of Housing and Urban Development.
  • Oversees the City's Neighborhood Revitalization Strategy and working with neighborhood groups to establish neighborhood associations and neighborhood strategic plans
  • Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include hiring of employees; planning, assigning and directing work, appraising performance and rewarding and disciplining direct reports; addressing complaints and resolving problems.
  • Builds leadership capacity of staff and organization - creates and continually improves a learning organization with an accompanying cultural environment in which staff members anticipate customer needs and expectations, participate in the creation and interpretation of information and ideas for improvement, work in concert to design systems to improve customer service, and make adjustments in a timely manner in order to fulfill those needs and expectations, repeating the cycle of continual improvement with the goal of providing the most relevant, effective and efficient planning services possible.
  • Recommends the appointment, promotion and termination of all employees in the City Development department consisting of the Building Inspection and Planning and Development in accordance with the guidelines set forth by the City's Human Resources Department.
  • Implements employee evaluations of all employees under his / her supervision. These evaluations are to be in accordance with the guidelines set forth by the City's Human Resources Department.

  • Education & Experience

  • Bachelor's Degree in Urban or Regional Planning, Business Administration, Public Administration, or closely related field, Master's Degree preferred.
  • Position requires at least ten years of professional work experience in a municipal setting involving extensive experience in a supervisory capacity, in community development, redevelopment and revitalization, economic development, planning, zoning, and municipal projects, including no less than five years of responsible supervision in a department head role.
  • Qualifications & Skills

  • Considerable knowledge of the laws, codes, principles, practices, methods, and techniques as applied and pertaining to all aspects of urban development, redevelopment, revitalization, and building inspection; local, state, and federal programs; grantsmanship techniques and preparation of applications; principles and techniques of public administration and government liaison strategies; private sector business operations and development; and statistical and economic data.
  • Thorough knowledge and demonstrated experience in project funding, annexations, real estate acquisitions, relocation, and condemnation.
  • Knowledge of building design, construction, and inspection principles.
  • Ability to establish and maintain effective working relationships between the Mayor, City Administrator, Common Council, committee and board members, City staff, general public, Federal / State / County personnel, investors / developers, consultants, business community, and news media representatives.
  • Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints. Ability to write documents and presentations, using original or innovative techniques or style, to convey complex information in a format that can be easily understood. Ability to make effective and credible presentations on potentially divisive or complex topics to top management, public groups, and other organizations and individuals at the local, State, and Federal level.
  • Ability to understand and interpret the City's budget information and the finances of the various aspects of City business.
  • Ability to plan, manage, direct, assign, organize, and inspect the work of professional, technical, and administrative staff. Ability to train and supervise. Ability to advise and interpret the application of policies, procedures, and standards to specific situations, including successful budget management and supervision. Ability to perform difficult technical research, make comprehensive recommendations and reports, and plan and supervise city development programs.
