The Department of Planning and Development takes a leadership role in creating opportunities for our City to continue to grow and sustain our diverse communities that define and give Sheboygan its unique character to actively promote a diverse, safe, and dynamic community and enhance the living, working, and recreational choices for all Sheboygan citizens and visitors.
Under the general direction of the Director of Planning & Development, the Planner performs a wide range of diverse and responsible duties pertaining to planning, zoning, and development requiring individual judgment, initiative, and specialized knowledge in carrying out procedures and applying laws and regulations. This position is assigned to committees that may have occasional meetings outside of normal working hours. It is imperative job duties are performed with respect, integrity, objectivity and in the best interest of the City. This position requires a high level of confidentiality. All City employees are expected to be honest and truthful at all times.
Leads development of and updates to strategic land-use planning documents, including the Comprehensive Plan, Tax Increment District Plans, Corridor Plans, and Neighborhood Plans.
Collaborates with other governmental entities on regional land-use, infrastructure, and transportation planning efforts.
Prepares materials for and attends meetings of the Plan Commission, Redevelopment Authority and other committee and/or commission meetings as needed.? Represents and advocates for the city in Planning matters as directed by Department Director or City Administrator.
Advises and helps implement changes to Zoning, Subdivision, and other land-use codes.
Supervises review and approval of subdivision and certified survey map reviews within the City and the City's extraterritorial jurisdiction, official mapping activities and street, alley and easement vacations/discontinuances.
Actively participates in land development activities and the entitlement process. Supports the Zoning Administrator with reviewing and negotiating requests for zoning, site plan, conditional use permit, Certified Survey Maps approvals. Creates and negotiates planned unit development zoning.
Assists community businesses, academic institutions, non-profit agencies, and neighborhood organizations on planning and land-use related matters.
Assists in the development and management of City business parks.
Supports the Sheboygan Neighborhood Leadership Council and Neighborhood associations through attendance at meetings, providing maps and information as needed. Assists with the creation of new Neighborhood groups.
In cooperation with the Director, develops and implements Departmental goals and strategic actions (both short and long-term) and assists in the preparation and administration of budgets.
Continuously seeks process improvement opportunities within the Department and City and capitalize on their implementation.
Provides technical support to City staff, conducts research, and prepares various reports as needed.
Administers’ Community Development Block Grant program through US Department of Housing and Urban Development
Plans, organizes, and coordinates the Landlord Training Program.

Bachelor’s degree in Urban or Regional Planning, form an accredited college or in a closely related field required.
At least three (3) years of professional work experience in community development, planning, development, redevelopment, or similar profession required.
Extensive knowledge of the laws, codes, principles, practices, methods, and techniques as applied to and pertaining to City planning and development and the Building Inspection Division.
Knowledge and demonstrated experience in annexations, real estate acquisitions, grant writing, condemnation, subdivision creation, ordinance and zoning implementation, and Community Development Block Grant programs.
Knowledge of laws pertaining to tax incremental finance district creation and amendments.
Working knowledge of building design and construction.
Ability to assist displaced people in solving their housing needs, including making referrals to appropriate social agencies as needed.
A high sense of responsibility and initiative to work independently and productively, with minimal supervision, and to work from oral and written instructions.
Considerable knowledge of office methods, practices, and equipment.
Extensive knowledge of computers and programs (Word, Excel, Power Point, BoardDocs, Munis, Adobe Photoshop, AdobelnDesign, IMS PC Inquiry, ArcGIS Pro, and Outlook).
Skill in handling difficult and complex office situations and ability to undertake proper disposition of problems.
Ability to exercise good judgment, courtesy, and tact in dealing with general public, Common Council, Committee members, City staff, contractors, architects, engineers, etc.
Ability to keep accurate statistical records and make reports.
