DEFINITION:

Serves as Stormwater Inspector for the City of Shelbyville Public Works Department. This employee is responsible for assisting with all aspects of Stormwater operations including maintenance and improvement of stormwater infrastructure, and implementation of the stormwater quality management plan. This employee is under the supervision of the Public Works Director and will directly report to the Stormwater Coordinator. This position is Monday – Thursday; 6am-4:30pm.

This is a full-time position with a minimum starting rate of $20.69/hour, depending on experience and qualifications. WORK ENVIRONMENT:

· While performing the duties of this position, the work will generally be performed outdoors at field locations in seasonal temperatures and various weather conditions where the employee may be subject to extreme cold, extreme heat, noise, vibration, hazards, fumes, dust, airborne particles, and atmospheric conditions.

· The employee may occasionally work near moving, mechanical parts, equipment and may occasionally be exposed to traffic, construction, and other safety hazards and/or dangerous tools and equipment.

· Noise level may be moderate to loud when in an outside work environment.

· Employee may travel to other locations to perform site work or attend meetings

· Employee may be required to wear appropriate specialized personal protective equipment, devices, or other designated safety attire and equipment in designated areas of risk.

PHYSICAL DEMANDS:

· While performing the duties of this position, the employee is regularly required to sit, walk, and stand for extended periods, and is occasionally required to drive on surface streets, climb stairs, balance, stoop, kneel, crawl, crouch, bend, twist, traverse uneven terrain on foot, push, pull, smell, and reach with hands and arms.

· Work requires grasping, fingering, feeling, repetitive hand movement, and fine coordination in operating tools, equipment, or controls, a motor vehicle, standard office equipment, and/or a personal computer.

· The employee must occasionally lift, carry, and/or move objects and/or materials weighing up to 20 pounds in the performance of daily job duties.

· Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly, both in person and by telephone.

· Hearing is required to perceive information at normal spoken word levels, to receive detailed information through oral communication, and/or to make fine distinctions in sound, both in person and by telephone.

· Visual acuity is required for depth perception, color perception, night vision, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm's length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Essential and other important responsibilities and duties may include, but are not limited to the following:

  • Assists with the compliance of the City’s Illicit Discharge Detection and Elimination (IDDE) program including responding to complaints, conducting field inspections and water quality monitoring of watercourses and other stormwater facilities.
  • Coordinates with City departments, contractors, owners, and other interested parties to ensure that stormwater infrastructure is constructed according to approved plans and accepted practices.
  • Assists in responding to citizen inquiries and complaints regarding the stormwater program, water quality, and flooding concerns.
  • Conducts construction and site inspections for compliance with site SWPPP, land disturbance permits and City Storm Water Management Ordinance.
  • Assists in the preparation of reports, documents, inspections, issues notices and letters; photographs property conditions and maintains required records.
  • Follows up with report to owners and contractors.
  • Prepares monthly reports as required.
  • Conducts dry weather screening of outfalls.
  • Attends meetings and conferences pertaining to stormwater management and acquires applicable certifications.
  • Inspects storm drain installations in subdivisions for compliance with approved plans. Conducts on-site meetings with developer to mitigate problems.
  • Assists with the compliance of the City’s Illicit Discharge Detection and Elimination (IDDE) program including responding to complaints, conducting field inspections and water quality monitoring of watercourses and other stormwater facilities
  • Responds to drainage complaints, assuring documentation is secured, and coordinates response with the appropriate public works personnel.
  • Responsible for assessment of BMP performance and BMP maintenance.
  • Assists with all other aspects of the City of Shelbyville’s stormwater quality management plan, including public education and participation, illicit discharge detection and elimination, and setting a good example on city owned property and with city projects.
  • Occasionally responds to emergencies from off-duty status.
  • Performs related duties as assigned.
  • Ensures compliance with applicable state and federal programs and regulations.
  • Investigates and schedules response or responds to citizen requests and complaints pertaining to stormwater regulations; determines and implements corrective action; oversees notice of violations and/or citations as required to enforce stormwater regulations.
  • Investigates and implements appropriate actions in response to reports of illegal discharges that enter the storm drain system; coordinates with other agencies and obtains outside contractor assistance for necessary cleanup.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the program area field; incorporates new developments as appropriate.
  • Performs a variety of technical, administrative, and programmatic work in support of the program including serving as a liaison to, coordinating with, and providing staff assistance to City staff, various boards, committees, and commissions, and outside agencies.
  • Performs related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES

1. Knowledge of storm water systems, management, methods, materials, City Storm Water Management Ordinance and applicable city, state, and federal regulations preferred.

2. Working knowledge of ArcGIS or ability to acquire such skills.

3. Thorough knowledge of all legal requirements and specifications, with respect to drainage of constructions projects, with ability to effectively review and approve project plans and assure proper inspection as needed.

4. Knowledge of stormwater quality management plan and clean water practices preferred.

5. Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.

6. Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

7. Ability to effectively communicate orally and in writing with co-workers, other City departments, contractors, engineering firms, developers, state agencies, property owners and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

8. Ability to operate standard office equipment, including computer, printer, calculator, and telephone.

9. Ability to work alone with minimum supervision and with others in a team environment.

10. Ability to work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.

11. Ability to read and interpret plans and specifications.

12. Ability to understand, memorize, retain, and carry out written or oral instructions.

13. Ability to occasionally work extended hours, evenings, and weekends, and travel out of town for conferences, sometimes overnight. Ability to occasionally respond to emergencies from off-duty status.

REQUIRED QUALIFICATIONS

Minimum Qualification(s) Required.

· Graduation from high school or GED

· Previous experience in a local government setting desirable.

· Must pass background check, physical and drug screen.

· Must possess, and maintain, a valid Tennessee Driver’s License.

· Must have Level I TN Erosion Prevention and Sediment Control or ability to obtain within 6 months.
