The Stormwater Technician / NPDES Program Manager is responsible for overseeing the work of the stormwater section within the City of Shelton’s Public Works Department. The position provides technical assistance, expertise, and implementation of programs to assure City compliance with the current NPDES (National Pollution Discharge Elimination Systems) Phase II Stormwater Permit. The position performs development review, water quality monitoring, stormwater capital project coordination, yearly NPDES permit reporting, and field inspection tasks.
Continue existing or implement new means/methods to manage City compliance with the City’s Western Washington Phase II Municipal Stormwater Permit (MS4 Permit) program requirements, including preparing Annual Reports, Stormwater Management Program (SWMP) Plans and other documentation as needed to comply with the MS4 Permit Conditions.Identify, develop, implement, and manage all necessary City policies and activities needed for MS4 Permit compliance policies, including department training, record keeping, and code enforcement.
Develop, maintain, and communicate to City colleagues and the general public a current knowledge and understanding of MS4 Permit requirements and regulatory trends as necessary to function as a City subject matter expert.
Continue existing or implement new means and methods for a system to track all MS4 Permit requirements and the City of Shelton’s activities to comply with these conditions and requirements. This includes but is not limited to public education and outreach, public involvement and volunteer participation programs, illicit discharge detection and investigation, spill reporting, water quality testing documentation, site plan review and erosion control documentation related to development/construction, and annual report preparation.
Responds to pollutant spills: trace source, identify, provide, or assist in containment, enforce clean-up, coordinate enforcement notices, and educate the public. Provides support and training to City staff on tracing source of spill and construction site monitoring.
Maintain and manage the City implementation of an illicit discharge detection and elimination program. Develop and coordinate improvements to the program as needed. Implement and coordinate improvements to the program as needed. Implement and coordinate with City personnel and members of the public, field identification and investigation of sources of pollutants entering stormwater utility systems. Educate property owners on the importance and types of pollution sources, conduct pollution source control inspections for local businesses, conduct and coordinate outfall screenings and other pollutant source-tracking, and assist with complaint investigations, correction methods, and/or code enforcement activities as needed to support elimination of pollutant sources through appropriate means. Communicate reliably and effectively with affected members of the public and monitor improvements to ensure effectiveness and sustainability.
Assist and support the City Spill Reporting program, including developing and coordinating spill reporting documentation and communication with the Department of Ecology and other agencies. Develop and maintain spill reporting education activities for City departments, outside franchises providing public services in the City, and the general public.
Implement and monitor water quality sampling and testing of surface waters and stormwater facilities as a part of the City’s on-going surface water monitoring programs. This includes developing and implementing protocols, field sampling activities, coordinating analytical laboratory testing, and creating and maintaining spreadsheets to analyze data and monitor trends. This includes regular data reporting to the Department of Ecology.
Perform and coordinate field inspections of public and private stormwater facilities. Maintain inspection records and communicate inspection results with either City maintenance staff or private stormwater facility owners.
Investigate stormwater utility problems, performs necessary analysis (and/or review analysis of others) to define final corrective actions.
Evaluate stormwater impacts of development proposals, permits, rezones, plats, for compliance to City standards. Calculate fees, issues stormwater utility connection permits, site development, fill and grade, and erosion sedimentation control permits. Coordinates development review activity and permitting with other departments and jurisdictions.
Prepare and maintain a tracking system for regular and responsive maintenance of City stormwater facilities as required by MS4 Permit compliance. Coordinate stormwater system maintenance needs with the City Engineer and the Operations Superintendent. Assist in developing and managing additional outside contracts for surface water utility maintenance work.
Identify and track grant funding opportunities to support, maintain, and/or improve the City surface water utility and City surface water management programs. Assist in the preparation of grant application materials. Maintain and implement grant documentation and reporting requirements in coordination with the City Engineer and City Finance Department.
Assist with meetings with citizens and citizen groups, homeowner’s associations, and business associations as necessary to respond to inquiries, complaints and requests from property owners and the general public that relate to surface water management subjects.
Respond to inquiries and complaints from property owners, businesses, and the public regarding storm drainage conveyance, water quality, flooding and soil erosion problems.
Assist the City Engineer in the development of sustainable standard operation procedures (SOPs), public and private developmental standards, and similar plans for City personnel when related to the surface water utility, surface water/drainage management, and/or MS4 Permit compliance.
Support the City Engineer with effective technical writing skills to prepare City Council Resolutions and PowerPoint Presentations.
Assist in maintaining and improving the availability and accuracy of public and private stormwater utility and data in the City’s geographic information system (GIS) database. Utilize the City asset management and work order software to produce inspection and repair work orders to upgrade and monitor the condition of the storm water infrastructure.
Participate when availability allows, in surface water permittee coordinator meetings and other professional association networks; represent the City in external coordination groups.
Assists in the management of identified storm drainage projects in the City Comprehensive Plans and by the City Operations, to maintain, replace, or upgrade existing City infrastructure.
Maintain public records of all activities in accordance with State and City laws, policies, and requirements. Assist and support, when necessary, the City’s response to public records requests pertaining to surface water utility and/or surface water/drainage management matters. Support confidentiality, respect and professional courtesy for work-related issues, including but not limited to customer, employee, and City information and records.

EDUCATION AND EXPERIENCE:
Experience: Two years relevant experience in storm and surface water management, including one year inspection experience of storm drainage and water quality treatment systems; experience in the review and design of storm drainage and surface water quality treatment systems; experience in monitoring surface water quality.
Education: Two years college level courses in civil or environmental engineering, environmental science, biology, chemistry, water resources or related field. A bachelor's degree in Science or Engineering is desirable.

MATHEMATICAL SKILLS: Ability to calculate figures and amounts for submittal of various reports. Have knowledge of principles, practices and methods of Civil Engineering, including such specialties as land surveying, mapping, and hydraulics.
REASONING ABILITY: Ability to adapt approved engineering methods and standards to the design and construction of a variety of public and private projects. Able to think in a creative and innovative fashion, with a demonstrated ability to adapt to change and to apply new solutions to problems. Must demonstrate excellent organizational skills necessary to successful complete a project, including project planning, resource allocation, budget development and control, project tracking and control, and project completion and closeout. Demonstrated ability to successfully manage multiple assignments at one time.
CERTIFICATES, LICENSES, REGISTRATIONS: Have a valid Washington State Driver’s License, and/or be able to secure a Washington State Driver's License within 30 days from the date of hire.
Ability to become Certified Erosion Sediment Control Lead (CESCL) within first 6 months of employment.
Ability to obtain certification through NASSCO’s Pipeline Video Assessment Certification Program within the first 12 months of employment.
