NOTE  This is a Limited Term position with an end date of December 31, 2026. 


DEFINITION

To oversee and coordinate work necessary for the operation and maintenance of the City's stormwater infrastructure, including: managing contracts and small projects to assess condition of, maintain, and repair stormwater system assets; respond to customer service requests and analyze drainage issues; inspect, assess and troubleshoot system function; manage maintenance work orders and GIS data; provide other support as needed for stormwater systems and Utility functions including field and office work.  

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned management staff.

ESSENTIAL AND MARGINAL FUNCTIONS   Essential and other important responsibilities and duties may include, but are not limited to, the following:
 

Essential Functions:

  1. Oversee and coordinate contract work for stormwater system operations and maintenance. Tasks include planning, budgeting, creating, and administering/managing multiple contracts of various types, including (but not limited to) pipe cleaning and repair, catch basin cleaning and repair, pump and electrical/electronic control maintenance, on-call maintenance services, bioretention maintenance, permeable pavement maintenance, and other stormwater asset maintenance.
  2. Coordinate activities involving contractors and City staff for methodical (CCTV) video inspection and condition assessment of piped conveyance systems.  
  3. Respond to customer service requests related to possible issues with the City’s stormwater systems. Tasks include direct interactions with customers including in person, by phone, and by email.
  4. Oversee the function of stormwater pump stations. 
  5. Oversee other stormwater system maintenance and operations work. Tasks include review and analysis of multiple sources of information including field observations of drainage/flooding issues, taking field measurements (including informal survey using laser level), collecting other data, and reviewing historical information including work order and service request history, engineering records, applicable standards and requirements, and other sources. 
  6. Update the City's asset maintenance management database and GIS systems with pertinent information from programs managed and supported.
  7. Attend meetings relevant to core duties, including for internal coordination, public meetings, and various interagency forums and committees.
  8. Provide stormwater support for a variety of other purposes, including as a first responder or supporting responder for flooding issues during or after rainstorm events.

Marginal Function:

  1. Perform a variety of office and field support duties as required. 
  2. Perform related duties and responsibilities as required.

Knowledge of:

  • Civil engineering principles, practices and methods related to development, construction, and maintenance of municipal stormwater projects.
  • Principles of stormwater management, including collection, conveyance, infiltration, flow control, water quality treatment, and green stormwater infrastructure.
  • Principles of temporary erosion and sediment control measures.
  • Principles and practices of project management, including scope, schedule, and budget management.
  • Principles of construction management and inspection.
  • Public contracting including development of contract documents, budgeting, bid solicitation and contractor management
  • Electrical and mechanical components of stormwater pump stations.
  • Methods and techniques used to conduct on-site measurements and observations.
  • Pertinent federal, State and local codes, laws and regulations governing surface water systems and regulated streams.
  • Principles of business letter writing and technical report/memorandum preparation.
  • Asset Management principles related to stormwater utility assets.
  • MS Office (Word, Excel, Outlook, PowerPoint), GIS (ArcGIS Pro or similar), Cityworks, and graphic programs.
Ability to:
  • Participate and work effectively in an organization committed to advancing principles and practices of equity and anti-racism. 
  • Respond to requests and inquiries, including from the public and other agencies.
  • Provide customer service response and technical analysis for stormwater complaints.
  • Operate stream measurement and stormwater metering and flow equipment, interpret data for accuracy and troubleshooting.
  • Interpret and apply Federal, and State, and local regulatory requirements.
  • Provide analytical review and assessment and prepare reports related to area of assignment.
  • Prepare contracts and maintain files.
  • Prepare sketches and diagrams.
  • Operate office equipment including computers and supporting software applications.
  • Communicate clearly and concisely, both verbally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:


Experience:
Three years of stormwater or wastewater operations and maintenance.


Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in civil engineering, environmental engineering, sciences, or a related field.


License or Certificate:

Possession of valid state-issued driver's license with an acceptable driving record.
NASSCO PACP or MACP or LACP certificates preferred.

Conditions Of Employment:
  • All candidates will be required to establish employment authorization and identity at the time of hire. The City is not able to sponsor work visas.
  • All positions require the completion of reference checks, including at least one prior supervisor.
  • This position requires a valid state-issued driver's license with an acceptable driving record that must be provided prior to the start of employment.

Environmental Conditions:
Office and field environment; travel from site to site; extensive public contact.

Physical Conditions:

Essential and marginal functions may require walking, standing or sitting for prolonged periods of time, and for conducting work-in-progress inspections; near visual acuity for the review of technical engineering plans and specifications; communication with the public. Lifting of up to 50 pounds, placing of field equipment for monitoring or measurement of conditions.

Salary : $43 - $55
