Salary for position depending on qualifications and experience.

Performs complex analytical work in providing administrative and engineering support for environmental, water, sewer, street, airport improvement and other Public Works projects and programs, ensuring technical competence and compliance with all current codes and criteria. This employee is designated City Engineer and Flood Plain Administrator providing engineering design, evaluation and project management services.

SUPERVISION RECEIVED :

Works under the general guidance and direction of the Public Works Director

SUPERVISION EXERCISED :

Exercise direct and general supervision over employees of the Engineering division

Essential Duties and Responsibilities

Plans, organizes, assigns, prioritizes and directs all activities of the engineering department including fiscal, employment and management control functions; Sets forth desired objectives, develops procedures, long range plans and proposes changes in existing methods; Prepares and administers engineering department operating budget and develops / confirms project budgets for all capital improvement plan projects.

Reviews public and private project development plans for conformance with general engineering practices and compliance with codes, regulations and standards; adequacy of applications for permits and compliance with approved plans.

Implements and assists in the Capital Improvement Program, Pavement Management Program, and other plans and master plans involving municipal infrastructure. Determines applicable codes, regulations and requirements of projects. Develops scope, estimate and schedule of projects for grant submittals.

Serves as Project Manager; Coordinate the preparation of, or develops, engineering plans and specifications; coordinates required advertising for bids; reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants in accordance with the selection criteria; oversees assigned projects to ensure city and contractor compliance with time and budget parameters for the project.

Coordinates the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage and street system maps, data base, and comprehensive plans.

Maintains and updates City subdivision and public works standards; Assures as-built records of projects, and documents necessary changes for the operation and maintenance program

Responds to management, public or other inquiries and complaints relative to engineering policies, procedures or specific projects; evaluates issues and options and makes recommendations

Assists in the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc.; prepares traffic, utility, and other studies and reports; develops, implements and maintains a pavement management system

Administers the flood plain management program to ensure compliance of public and private development; ensures the continued adherence of the criteria for participation in the National Flood Insurance Program and the Community Rating System.

Makes presentations to the City Council and / or the public as the need arises.

Coordinates with Federal, State, and regional organizations during the development of improvements within the City (FHWA, FEMA, ADEQ, ADWR, ADOT, NACOG).

Oversee inspection services for all public and private infrastructure improvements within the City.

Coordinates records retention for assigned functional areas and is familiar with all departmental requirements based on State of Arizona Records and City's Records Management Retention guidelines.

Performs all duties in strict compliance with appropriate safety and security standards. Ensures all applicable safety and health rules and regulations are followed.

Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Leads and participates in the accomplishment of organizational, departmental and workgroup goals and objectives

Performs other duties of a similar nature or level as assigned

PERIPHERAL DUTIES : Coordinates pavement management, utility asset management and geographic information system data entry; Assist on Survey Crew if required; Monitors intergovernmental actions affecting public works; Assists in the training of other City personnel in public works design and construction techniques.

Desired Minimum Qualifications

Education and Experience :

  • Bachelor's degree from an accredited college in civil engineering, or closely related field; and
  • Five (5) years of professional civil engineering experience with at least three (3) years in a municipal (engineering environment involving field engineering and contract administration; or
  • Any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities :

  • Knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; thorough knowledge of applicable City policies, laws and regulations affecting division activities; Plan and project review and approval process for public works and capital improvement projects; Budget development, justification, presentation and administration of municipal funds and grants; Methods, practices and procedures of road construction and maintenance; transportation, drainage, water and wastewater modeling; Financial management principles; and
  • Skill in Reviewing and coordinating project documents related to public works projects; cost estimating of complex projects; Establishing and maintaining effective working relationships with City Council, City Manager, department directors, consultants, staff, and the public; Ensuring compliance with applicable federal, state, and local laws, codes, rules and regulations; and
  • The ability to plan, organize, and direct multiple priorities simultaneously; Analyze and develop policies and procedures; Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; Plan, organize, manage and evaluate the work of the division to ensure efficient, timely and cost-effective services; Exercise good judgment; Perform. a broad range of supervisory responsibilities over others; Communicate verbally and in writing with customers, clients, and the public in face-to-face, one-on-one settings; in group settings; and over a telephone; Work cooperatively with others
  • Special Requirements

  • Valid Arizona Driver's License or ability to obtain within six (6) months of employment
  • Must be registered as a Professional Engineer in the State of Arizona or ability to be registered within six (6) months of employment
  • Association of State Floodplain Managers Certified Floodplain Manager within six (6) months of employment.
  • TOOLS AND EQUIPMENT USED :

    Personal computer, including Microsoft office word, access, power point, excel and outlook; and computer-aided design software (AutoCAD, Civil 3D), standard drafting tools, surveying equipment including level, theodolite and electronic distance measuring devices, Total Station survey instrument, Global Positioning System (GPS) survey equipment, motor vehicle, phone and mobile radio, copy and fax machines
