Duties
WORK PERFORMED:
This position will serve as the implementations/application specialist for the Department of Water and Sewer and is responsible for providing application management, maintenance and support to end users. This includes the managing and manipulating of application data including data entry, support and user security. This individual will be responsible for becoming an expert on how to utilize these applications to full capacity and will serve as the primary point of contact for all application items. Job tasks include analyzing the flow of work for specific tasks and translating into processes with the application; Review, design, and support application workflows. Provide end user application support; Manage departmental application security for multiple applications; Perform data reconciliations to identify data anomalies; Perform data analysis of key problem areas to assist in root cause analysis; Setup, configure and manage daily, weekly and monthly analytical reporting; Create and manage custom reporting several types of reporting tools; Facilitates version updates with local IT; Manage annual maintenance support for departmental applications; Create, facilitate and perform functional training programs to departmental staff; Create and maintain end user reference guides and step by step instructions for supported applications; Create and maintain policies and procedures for departmental applications; Perform as primary support liaison regarding software issues, enhancements, suggestions, and further development to internal users, IT staff, and applications vendors; Keep abreast of new features and functionalities that are available and advise accordingly; Work closely with other departmental specialists and local IT; Adhere to Departmental, Network and IT policies and procedures. Performs other duties as assigned.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
1. Bachelor's degree from an accredited college or university in computer science, information systems, business or a related field plus four years of increasingly responsible experience as a systems analyst; two of which must include project management and supervision or eight years of experience as programmer or system analyst, two of which must include project management and supervision.
2. Valid State Vehicle Operator's License
3. Valid Class 4 Water Production, Treatment, and Distribution and Wastewater Collection and Treatment Certificates issued by the State of Louisiana, Dept. of Health and Hospitals is preferred but not required.
OTHER QUALIFICATIONS:
1. Must have an in depth knowledge of database concepts and object oriented relationships
2. Must possess effective problem solving skills
3. In-depth, hands-on knowledge of enterprise and desktop applications, such as Microsoft Windows, Microsoft Office, Visual Studios, Project, Vision and database systems Oracle and Sql; Work order management systems and Web development technologies such as Frameworks.net and Com objects.
4. Proven experience with adult learning principles, methodologies and course design techniques.
5. Knowledge of trends in computer technology relating to software application architectures.
6. Experienced with building reports using software such as SSRS, Crystal, and other reporting tools.
7. Excellent written and oral communication skills, including instructional and presentation skills.
8. Excellent interpersonal skills, with a focus on motivational skills and positive attitude.
9. Ability to present ideas in a clear and precise manner.
10. Highly self-motivated and directed.
11. Ability to absorb new ideas and concepts quickly.
12. Ability to effectively prioritize and execute tasks in a high-pressure environment.
13. Possess a strong ability to work in a team-oriented and collaborative environment.
Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5 to 10 pounds). Tasks may involve extended periods of time at a keyboard or work station., along with some combination of climbing and balancing, Requires visual perception and discrimination. Requires ability to communicate orally. Job must be performed with or without accommodation.
Work Environment: Tasks are regularly performed in doors in an office environment. There is limited exposure to extreme weather conditions. May have normal exposure to dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature, noise and computer screen.
