GENERAL PURPOSE 

Under the general supervision of the Community Services Supervisor and Recreation Coordinator II, the Film Monitor is the liaison and mediator between the Community of Sierra Madre, City departments and production companies. The Film Monitor maintains the continuity of filming within the guidelines and regulations for filming in Sierra Madre.


CLASSIFICATION CHARACTERISTICS

The fundamental reason this classification exists is to provide information and assistance upon request to production companies and work with City departments in coordinating City services such as parking arrangements, street closures, and use of off-duty personnel and equipment. Employees will be assigned shifts on an "on-call" basis as work is available. Employees may be required to work unusual hours attending evening and weekend meetings and providing assistance during location filming. Work involves direct contact with all aspects of the film and tape industry and allows considerable latitude for independent action. This is a part-time position not to exceed 960 part-time hours in a fiscal year. Seasonal hours are open based on filming activity.


The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Issues film permits for authorized film and still photograph productions;
  • Provides location information and photos and availability of technical crews, talent, equipment rental, and hotel accommodations to production companies; 
  • Performs standard location research, scouting potential sites to determine their physical layout, compatibility with script needs, and location proximity; 
  • Contacts property owners to determine possibility of shooting on property; 
  • Contacts other City departments to coordinate street closures, police escorts, fire safety officers and other required City services; 
  • Acts as a liaison between the production company, City, and public during filming;
  • Reads scripts or basic information provided by production companies; 
  • Photographs various locations for consideration by production company location managers; 
  • Updates location photos and resource files; 
  • Compiles and prepares film activity report for Community Services Commission; 
  • Updates the Sierra Madre Film Regulations; 
  • Provides site location tours to producers, location and production managers, art directors, and directors; 
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service;
  • Ability to deal with the public under stressful circumstances in a fair, calm and understanding way to obtain positive results;
  • Continually promote, in actions, words and writing, the highest customer service standards;
  • Other related duties as assigned. 

Knowledge of:

  • Motion picture production industry and the production process for the purpose of coordinating information and services. 
  • Regulations, procedures, and services of City departments. 
  • Sierra Madre area and local production capabilities to facilitate their use in productions.


Ability to:

  • Comprehend and make inferences from materials written in the English language. 
  • Produce written documents in English language using proper sentence structure, grammar, spelling, and punctuation. 
  • Work cooperatively with employees, clients, and the public. 
  • Work independently. 
  • Travel across rough, uneven or rocky surfaces. 
  • Enter data or information into a terminal, PC, or other keyboard device. 
  • Communicate orally with co-workers, customers, clients, and the public using a telephone and in group and face-to-face, one-on-one settings. 
  • Availability to work evenings weekends and holidays

Education/Training/Experience:

High school diploma or GED. One year of experience in public relations, advertising, media production or local film and tape industry, including experience in clerical work and still photography. Other combinations of experience and education that meet the minimum requirements may be substituted.


Licenses; Certificates; Special Requirements:

Must possess a current American Red Cross certificate in First Aid/CPR/AED for Schools and the Community or within 30 days of employment as well as a valid Class C California driver’s license and the ability to maintain insurability under the City’s Vehicle Usage Policy. Must be able to work long and odd hours including nights and weekends.


PHYSICAL AND MENTAL DEMANDS

Physical Demands:

The Film Monitor is expected to supervise, oversee and monitor filming activities in all weather conditions; will be expected to lift, carry and manage equipment and supplies and may have to work odd or long hours at a time on filming days. The employee must be able to physically lift, push, pull, and/or carry materials and equipment used for filming events weighing up to 50 pounds.

Mental Demands:
While performing the duties of this class, the employee is regularly required to use oral and communication skills; analyze and solve problem; observe and interpret situations; read and interpret data, interact with the general public, City staff, industry professionals and other organizations.


WORK ENVIRONMENT

The employee works in an office setting as well as in the field, traveling to different filming locations within the City limits. In the office setting, the noise level can vary. In field settings, the employee is exposed to loud noise during filming activities and works under variable weather conditions at different sites.


Disaster Service Workers

All City of Sierra Madre employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
