What are the responsibilities and job description for the CIVILIAN POLICE INVESTIGATOR position at City of Sierra Vista?
Under general supervision, performs a wide variety of civilian field and office law enforcement work in direct support of sworn personnel.
FSLA status: Non-Exempt.

Performs employment background screenings and investigations.
Performs administrative complaint investigations/inquiries regarding police department personnel.
Performs investigations/inquiries as assigned by city human resources department.
Performs police administrative internal affairs investigations; reports directly to the deputy chief of police when serving this function.
Performs other relevant background investigations (i.e., liquor license applications, etc.).
Assists sworn police investigators with investigations; crime scene processing; evidence collection and processing; criminal intelligence processing.
Develops and analyzes information from formal interviews, as well as information derived and developed from law enforcement systems, public domain databases, social media, etc.
Researches criminal justice information and collects pertinent documents, analyzes evidence, and writes reports for review/action.
Performs clerical duties including typing and filing, updating and maintaining security on sensitive files.
Knowledge of:
- Applicable laws and law enforcement certification requirements;
- Relevant state and case law regarding police administrative internal investigations;
- Investigative techniques;
- City rules and regulations;
- Departmental policies and procedures;
- Police methods, practices, and procedures, with the ability to recall and apply this knowledge to specific situations;
Skill in:
- Dealing courteously and effectively with people;
- Applying good judgment and making operative decisions under pressure;
- Law enforcement interviewing techniques;
- Preparing clear, comprehensive, and accurate reports;
- The proficient use of common office and police equipment;
- Communicating effectively, both orally and in writing; and
- Establishing and maintaining effective working relationships with city staff, other law enforcement agencies, and the public.
Qualifications:
Graduation from high school or GED required.
Two (2) years’ experience in conducting interviews and writing investigative narratives, background reports, or other reports of a human resources/administrative nature.
Prior experience in law enforcement investigations and/or human resources investigations is preferred.
Applicant must not have experimented with illegal substances within two (2) years of application.
Employment contingent upon passing law enforcement background
- Candidates must be a minimum of 18 years of age.
- Candidates must not have been convicted of a felony or any offense that would be a felony if committed in Arizona.
- Candidates must not have been convicted of a misdemeanor criminal offense involving moral turpitude in Arizona, nor in any state or federal jurisdiction, where the commission of such a criminal offense would be a misdemeanor as defined by the Arizona Revised Statutes.
- Candidates must not have been dishonorably discharged from the United States Armed Forces.
- Candidates must not have:
- used marijuana within the past two (2) years, all forms of marijuana, including THC extracts, cannabis, hashish, marijuana extracts, and marijuana edibles, and all forms of use will be treated the same.
- sold, produced, cultivated, or transported marijuana for sale.
- Candidates must not have:
- used drugs other than marijuana within the past seven (7) years,
- used such drugs other than for experimentation; the use of drugs is presumed to be greater than experimentation if the use exceeds five (5) times total, or exceeds one (1) time since the age of 21 years,
- sold, produced, cultivated or transported for sale any such drugs.
- Candidates must not have a pattern of abuse of prescription drugs.
