SUMMARY

This position assists the Engineer, City in the design and construction phases of projects for water, sewer, street and drainage projects.  Responsible for maintaining maps and graphics for streets, water lines, sewer lines and other City infrastructure.


ESSENTIAL DUTIES AND RESPONSIBILITES

1.    Provides technical assistance to the public, City staff, engineers, architects, developers and other interested parties regarding engineering related items.

2.    Prepares preliminary and final designs and plans from field notes, data files, drawings, plotting profiles and cross sections.

3.    Prepares drawings of streets, structures, sewers, storm drains, water and other utility plans.

4.    Calculates areas and performs other necessary mathematical computations.

5.    Participates in in-depth study of projects, works independently on technical engineering assignments and provides support of the City Engineer.

6.    Assists in coordinating activities necessary for the execution and implementation of capital projects.

7.    Acquire right-of-way easements, permits and other related documentation as needed.

8.    Responsible for funds, equipment and/or property valued at up to $150,000.

9.    Perform other related duties as required or assigned.

QUALIFICATIONS

Knowledge of:

1.    Principles and practices of engineering, including engineering mathematics.

2.    Methods of surveying, drafting, engineering design, property lines, rights-of-way, easements, deed descriptions and traffic analysis.

3.    Computer aided drafting programs including but not limited to Auto CAD.

Ability to:

1.    Interpret and apply policies, procedures, laws, codes, and regulations pertaining to basic engineering.

2.    Read and interpret technical plans and reports.

3.    Establish and maintain effective working relationships with the public, City staff, engineers, architects, developers, and other interested parties regarding engineering related items.

4.    Communicate clearly and concisely, both orally and in writing.

5.    Apply mathematical concepts such as fractions, percentages, ratios and proportions to practical situations.

6.    Prepare daily correspondence and logbooks for engineering projects.

7.    Prepare drawings for streets, structures, sewers, storm drains, water and other utility plans.

8.    Read and interpret engineering sketches, maps, survey fuel notes, engineering drawings and aerial photographs.

9.    Ability to compute areas, angles, grades, elevations, boundaries, distances, volumes and traverses.


EDUCATION and/or EXPERIENCE

Bachelor of Science in Civil Engineering from a (4) year college or university with an accredited engineering curriculum.


LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to effectively present information to top management, public groups, and/or Board of Directors.


MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


CERTIFICATIONS, LICENSES, REGISTRATIONS (if required)

    Must possess a valid driver’s license.

    Professional Civil Engineer Registration and License in the State of Arkansas or the ability to obtain on within (6) months.

*Weather Essential position includes employees are declared to be all sworn police officers, all sworn firefighters, dispatchers, emergency road crew employees in the Street Department, and electrical personnel in the Electric Department.
