SUMMARY
Under the direction of the City Engineer, the Construction Inspector is responsible for inspections of public infrastructure during construction and is the primary point of contact for inspections. Inspections may include compliance inspections for the City of Siloam Springs’ MS4 and NFIP programs. Provides assistance to staff in the City’s engineering program. Maintains accurate records and documents follow-up actions and results of inspections.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Answers questions and provides information to the public, city staff, engineers, architects, developers, and other interested parties regarding construction related items.
2. Responsible for the inspections of streets, storm sewers, and erosion controls for all infrastructure projects constructed by the City; and responsible for the same on all public infrastructure installed for significant development and preliminary plat permits that will be taken over by the City upon completion.
3. Reviews and approves construction at multiple stages for compliance with local standards and best engineering practices.
4. Prepare graphic and written reports for record keeping.
5. Enforce specifications and answer inquiries during construction.
6. Works closely with the City Engineer, developers, and contractors to ensure that construction is completed to City standards.
7. At the discretion of the City Engineer, work may include Municipal Separate Storm Sewer System program compliance inspections and reporting and National Flood Insurance Program compliance and inspections.
8. Other duties may be assigned as needed.
QUALIFICATIONS
Minimum qualifications include the following:
Ability to:
1. Interpret and apply policies, procedures, laws, codes and regulations pertaining to Community Development Department programs and functions.
2. Read and interpret technical plans and reports.
3. Accurately prioritize and complete items of varying scope and complexity under pressure and time constraints.
4. Ability to locate property based on owner descriptions and navigate an assessor’s parcel map.
5. Draft reports following inspections of construction activities and MS4 program inspections.
6. Establish and maintain effective working relationships with the public, city staff, engineers, architects, developers and other interested parties regarding construction items.
7. Manage applications, deadlines, and compliance requirements to keep items on track.
8. Perform inspections and approve/deny items as necessary with minimum supervision.
9. Communicate effectively orally, in writing, and non-verbal communication (body language).
10. Apply mathematical concepts such as fractions, percentages, ratios and proportions to practical situations.
EDUCATION AND/OR EXPERIENCE
Minimum education and/or experience requirements include an associate’s degree in a construction related field (bachelor’s degree preferred) and two years of experience in construction or construction inspection. Applicants who can provide a combination of education, experience and training that is equivalent to the minimum qualifications will also be considered.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver’s license.
Must have or acquire a valid governmental use drone license.
Stormwater certification preferred.
Certified Floodplain Manager preferred.
SUPERVISION RECEIVED
Under direction where a definite objective is set up and the employee plans and arranges own work, referring only unusual cases to the supervisor.

LANGUAGE SKILLS
Applicants who speak both Spanish and English fluently will be preferred. Must have the ability to read, write, proofread, analyze, and interpret complex instructions and documents. Must have the ability to effectively present information one-on-one and in small group situations to customers, clients, and other employees of the organization; and to do so orally or in writing.

ACCURACY
Probable errors would not likely be detected until they reached another department, office or patron, and would then require considerable time and effort to correct the situation. Errors that would affect the organization's prestige and relationship with the public are kept to a limited extent; supervision would normally preclude the possibility of a serious situation arising as a result of the error or decision.
