The City of Sioux City has a challenging and exciting opportunity for a Utilities Superintendent. This is a specialized position that requires candidates to have at least an Iowa DNR Grade 2 water distribution license or equivalent at the time of application, with the ability to obtain a grade 3 water distribution license within one (1) year and a grade 4 water distribution license within two (2) years from the date of employment. Sioux City is classified as a Grade 4 system and encompasses 279 miles of sanitary sewer, 281 miles of storm sewer, and 481 miles of water main. This is an amazing opportunity for the right person to have an incredible impact on the Utilities department overall success.
This position reports to the Utilities Director and is responsible for:
- Supervising and planning the maintenance, repair, investigation and inspection of the sanitary and storm sewer collection systems and the water distribution system.
- Oversight of more than 30 full-time employees, and
- Managing an operating budget of $6.5 million dollars.

This position requires a State of Iowa Grade 4 Water Distribution license. However, if the applicant does not possess the Grade 4 license upon hire, the following timelines will apply:
- Possess an Iowa DNR Grade 2 Water Distribution Operators License or equivalent at the time of application.

- Supervises and evaluates the work of employees; recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules and assignments, and safety, administers personnel policies and procedures.
- Oversees the daily operations of cleaning, maintenance, construction, and repair of storm and sanitary sewers, inlets, manholes, water mains and appurtenances.
- Prepares and oversees the operating budget for underground utility field operations; participates in the planning and executing the annual Capital Improvement Program projects.
- Coordinates the efforts of City staff in assisting consultants and contractors engaged in private and public utilities construction; coordinates the RFP process and manages contracts of selected vendors.
- Assigns project priorities for construction of sewers and water mains.
- Responsible for establishing, maintaining, and enforcing a safe work environment; analyzes completed accident and injury investigations to identify causes and recommends corrective action.
- Develops standard operating procedures and performance measurements.
- Develops, implements, and monitors department safety programs.
- Monitors and researches federal and state safety regulations including OSHA, IOSHA and EPA to ensure compliance.
- Engages in research and analysis to determine problem areas and develop and implement corrective action.
- Plans, coordinates, and participates in education and training programs and recommend programs, regulations, and actions to reduce accident and personal injury frequency and severity rates.
- Works with considerable independence in determining methods of investigation once an assignment is received. Assignments are received orally or in writing from an administrative superior, and reports are usually made in writing to the person authorizing the investigation. Advises Utilities Director concerning present, short-term, and long-term strategic efforts for utilities operations.
- Establishes and maintains effective working relationships with City Officials, other agencies, fellow employees, and the public.
- Maintains regular and punctual attendance and working hours.
- Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.
Job Knowledge: Thorough knowledge of practices, methods, materials and equipment of public utilities; complete working knowledge of the standard practices, methods, tools, equipment, and materials used in the maintenance and repair of water lines, hydrants, valves, storm and sanitary sewers; ability to use computer generated maps as well as work from sketches, drawings, and blueprints; thorough knowledge of the use and operating characteristics of a variety of light and heavy equipment used in construction and maintenance; good knowledge of the hazards incidental to maintenance and construction involved and of the safety measures to be observed; ability to plan, layout, and supervise the activities of a large working unit involving a large staff of subordinates and crews performing varied tasks; ability to coordinate and prioritize work in emergency and pressure situations; ability to read, interpret, and comply with plans, diagrams, and specifications related to assigned duties; ability to maintain time, cost and material records and to prepare comprehensive reports; and ability to operate a personal computer using standard or customized software applications; considerable knowledge of supervising personnel; knowledge of State, Federal and local liability laws; some knowledge of techniques, methods and processes used in acquiring information and evidence; ability to interview individuals and to evaluate information obtained; ability to establish and maintain effective working relationships with persons contacted in the course of the work; ability to express oneself clearly and effectively, both orally and in writing.
Language Ability and Interpersonal Communication: Requires effective communication skills and the ability to write and speak clearly, distinctly and effectively with fellow employees and the general public; read in English and compare similarities and differences between words and series of numbers; apply common sense understanding to the work process, procedures, programs, and services; and to provide and follow written instructions; ability to establish and maintain effective working relationships with City officials and staff, business representatives and the general public.
Physical Requirements: The employee frequently is required to use hands to finger, handle, or feel; reach with hands and arms; and taste or smell; ability to see details at close range (within a few feet of the observer); ability to see details at a distance; ability to quickly move hands, hands together with arms, or two hands to grasp, manipulate, or assemble objects; ability to exert muscle force repeatedly or continuously over time, this involves muscular endurance and resistance to muscle fatigue; ability to use abdominal and lower back muscles to support part of the body repeatedly or continuously over time without 'giving out' or fatiguing; ability to quickly and repeatedly bend, stretch, twist, or reach out with your body, arms, and/or legs.
Regularly lifts up to 25 pounds and occasionally lifts up to 50 pounds.
Work Environment: Twenty-five percent of work is normally performed in field conditions/outdoors with varying weather conditions, with varying street level noises; and visiting locations within the community. The employee is frequently exposed to moving mechanical parts and fumes or airborne particles. The employee is occasionally exposed to toxic and caustic chemicals and the noise level is loud. Seventy-five percent of the duties are performed in a normal inside office environment with appropriate heating and cooling. Travel in all types of weather extremes to attend training and/or organizes meetings conferences, and workshops; must be mobile and able to visit complainants and businesses within the metro area.

REQUIRED QUALIFICATIONS AND ACCEPTABLE EXPERIENCE/ TRAINING:
Graduation from high school or G.E.D. certification and five (5) years of full-time work experience in public works/engineering projects, utilities, construction, or a plant or an industrial work environment including supervision of employees;
or
Any equivalent combination of experience and training that provides the required knowledge, skill, and abilities.
PREFERRED:
Graduation from an accredited college or university with a Bachelor’s Degree in public works management or construction engineering. Two (2) years of experience supervising employees.
