Statement of Duties

The Public Safety for All (PSFA) Project Manager is a time limited position to coordinate the City’s review and adoption of recommendations set forth by the PSFA Task Force, Civilian Oversight Task Force, and Anti-Violence Working Group. For several years, these three working groups have taken part in an extensive community process regarding the future vision for public safety in Somerville. In early 2025, these efforts will culminate in formal recommendations released to the public. The implications of these recommendations will require extensive coordination and reimagining City systems across many departments: Police, Fire, Emergency Management, Health and Human Services, Racial and Social Justice, Communications and Community Engagement, Human Resources, Law, Finance, SomerStat and many more.

The role of the PSFA Project Manager is to lead the process of reviewing recommendations, vetting them in terms of logistics and necessary resources, creating work plans for adoption of approved changes, and then coordinating tasks across appropriate departments. The PSFA Project Manager will report directly to the Mayor’s Office, and will work closely with other department heads and staff, particularly the Director of Racial and Social Justice.

Essential Functions:

  • Review and extensively vet the results of the PSFA Task Force, Civilian Oversight Task Force, and Anti-Violence Working Group
  • Interview important stakeholders across City departments and partners to understand barriers, opportunities to promote equity, resource requirements, and other factors in adopting recommendations
  • Synthesize recommendations, funding requests, and policy questions for the Mayor’s approval
  • Create workplans for different recommendation areas with clearly defined roles and responsibilities for City staff
  • Assist relevant departments in projecting resources needed, including proposed budgets and staffing
  • Convene interdepartmental working groups and coordinate communication in cross cutting efforts
  • Track and report on progress and outcomes to the Mayor’s Office and other internal stakeholders
  • Prepare information on progress for the general public and external stakeholders, and collaborate on presentations to the public as necessary
  • Research best practices and analyze data around public safety recommendations
  • Develop innovative strategies and policies to ensure equity throughout
  • Search out and consult external expertise when needed
  • Work with the Grants Administration team to look for funding opportunities for relevant work
  • Other job duties as assigned

Recommended Minimum Qualifications

Education and Experience: Experience in driving equity work in large, complicated systems is critical for success in this position. Master’s Degree in public administration, project management, criminal justice, public health, social work, or related field and three (3) years’ experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Knowledge, Abilities And Skill

Knowledge: Knowledge of racial and social justice programs and strategies, project management, public safety and criminal justice systems, emergency management, public health, policy and program development, community engagement, and related topics.

Abilities: Ability to synthesize data and guidance, ability to organize colleagues and systems, ability to communicate effectively on complicated subjects both orally and in writing with municipal colleagues, state and federal agencies, and the general public. This role requires a strategic thinker with the ability to translate recommendations into actionable workplans, and someone with a sense of humor and resilience in the face of disagreement or conflict.

Skill: Skill in facilitating meetings, creative problem solving, designing and implementing complex work plans for interdepartmental and interdisciplinary projects, and public presentations is required. Multilingual in Spanish, Portuguese, Haitian Creole, or Nepali highly preferred.

Work Environment

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Employee may be required to work beyond normal business hours in response to attend evening meetings or complete work assignments.

Physical Skills

Minimal physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. Work requires some agility such as moving in or about construction sites or over rough terrain. There may also be some occasional lifting of objects such as office equipment or photocopy paper (up to 30lbs.).

Motor Skills

Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone, personal computer and/or most other office equipment including word processing, filing and sorting of papers.

Visual Skills

Visual demands require constantly reading documents for general understanding and analytical purposes.

Hours: Full-Time

Salary: $82,806.06, plus benefits
