DEFINITION:
Under the direction from the Community Development Director, the Permit Technician receives plans for plan checks; determines plan checks and permit fees; issues building permits; prepares all Building and Safety department correspondence; maintains all Building and Safety files and records; provides information to the public regarding plan checks and building permit submittal requirements; and performs other duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Supervision is received from the Planning Manager. Supervision is not exercised by this classification.
ESSENTIAL DUTIES:
Duties may include, but are not limited to, the following:
- Coordinates requests for public records submitted within specific deadlines regulated by the State of California.
- Prepares files and plans for imaging for certificates of occupancy, certificates of completion, certificates of use and occupancy.
- Processes invoices for plan checker consultants; verifies accuracy of invoices.
- Receives, records and ensures completion of requirements for permit applications; conducts intake.
- Conducts and implements plan check procedures for permit approval and follow-up; provides plan checks and building permit information at the counter kiosk, phone call and email customer care to homeowners, contractors, architects, and different agencies.
- Conducts research regarding properties, building permits, and regulatory requirements; reviews permit and plans and maintains files, and building permit records; participates in interdepartmental collaboration on projects as assigned.
- Verifies and scans valid insurance, valid contractors’ license, and valid business tax license for all permit requests.
- Forwards all processing/permit files to the Land Management System/Plan Checker Building official or Planning Manager.
- Liaison between the property owner, architect/engineer, plan checker, planner and inspector.
- Calculates, reviews payment for permit fees.
- Responds to any customer staff request or inquiry related to the plans processing function of the department in a timely manner.
- Participates on internal and external collaboration on projects as assigned.
- Shall be responsible for updating permit fees as needed.
- Performs related duties as assigned.
JOB REQUIREMENTS
Knowledge of:
- Knowledge of Accela, or other similar Building Permitting program.
- Issuance of permits, scheduling of inspections, and record keeping.
- Knowledge of permitting software.
- Modern office practices and procedures, computers, office equipment and filing systems
- Document management and record keeping strategies.

MINIMUM QUALIFICATIONS:
Experience:
Two (1) years of administrative support experience and two years in providing assistance in the issuance of building permits in a municipal or county building, or engineering, or planning department.
Education:
Attainment of Building Technician certification is preferred. Associates degree in Construction, Engineering, or a related field.

Salary : $62,920 - $76,482
