About the PositionUnder general supervision, performs a variety of research, data collection and customer service duties; implementation of planning and zoning regulations, and assistance related to redevelopment projects building permit applications; assistance on housing related issues including the City's Section 8 Housing Voucher Program; and administrative tasks related to budget development; perform complex secretarial and other clerical assignments.SUPERVISION RECEIVEDWorks under the supervision of the Building Official and / or Inspection & Permits SupervisorSUPERVISION EXERCISEDDoes not supervise.Examples of Essential FunctionsEssential functions may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following : Plans and performs a variety of office and field research, clerical services, investigations, and building plans evaluation related to the implementation and regulation of the general plan, zoning, redevelopment plan, Housing Choice Voucher Program, building and permit application, code enforcement and plans review coordination.Provides customer service in assisting the public, other departments, other agencies and department personnel.Performs administrative, secretarial and other typical clerical related duties.Answers public inquiries regarding basic planning, zoning, redevelopment, housing services, code enforcement conducts Housing Re-Certification interviews, assists with processing development and construction permits.Reviews buildings drawings and construction documents for completeness before submittal for plan check.When applicable verifies approvals, clearances and payments to other departments and / or other jurisdictions (L.A. Fire Dept. L.A. County Health Dept., L.A. County Sanitation District approvals, LAUSD development fees paid, Southern California Edison approvals, Air Quality Management District (AQMD ) approval, Recycle agreement / deposit with an approved recycle facility.Notifies applicants when plan check has been completed and approved.Issues buildings, electrical, plumbing, mechanical permits.Calculates and determines fees and other charges, maintain logs.Provides temporary and vacation relief in similar occupational fields. Assists in budget development and data input.Minimum & Desirable QualificationsTraining and ExperienceAny combination of education and / or experience that has provided knowledge, skills and abilities necessary. A typical way of obtaining the knowledge and abilities would be graduation from high school or equivalent, and two (2) years of increasingly responsible clerical experience and / or working with local government agency and / or telephone and public counter service. Possession of or ability to obtain a valid California Class C driver's license and satisfactory driving record is required within 6 months. Possession of one of the following certifications : , ICC Counter Technician, ICC Zoning Inspector, or equivalent is required within 12 months of hire date.Knowledge, Skills, and AbilitiesKnowledge of : modern office / clerical and administrative practices, procedures and equipment, including word processing and computer applications (Words, Microsoft Outlook, Excel, Edgesoft, Bluebeam etc.); general building and zoning codes, planning regulations and ordinances; engineering terminology; permit processing procedures and fee structures; applicable laws, ordinances and codes; organization and functions of various agencies involved in planning, zoning; automated technology and office equipment.Ability to : meet the public in situations requiring diplomacy and tact; speak clearly, interpret and explain technical information; listen effectively; work independently and make sound decisions; analyze sensitive situations; resolve disputes through application of City Policy; organize work, establish priorities and meet deadlines; exercise sound judgment; communicate effectively both orally and in writing; make arithmetical calculations quickly and accurately; perform accurate clerical record keeping; establish and maintain cooperative working relationships : English / Spanish bilingual skills are highly desirable.Skill in the operation of a variety of office equipment, including computer and calculator.Other Important InformationPHYSICAL DEMANDS AND WORK ENVIRONMENTThe physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
