    Under the general supervision of the Community Service Officer Supervisor, the Parking Ambassador performs a wide variety of enforcement of City ordinances, codes, laws, regulations and validation programs pertaining to on-street and off-street parking, including interpretation and enforcement of protocols related to parking enforcement.

    Identifying characteristics

    Parking Ambassador is a journey level position assigned a full range of parking enforcement duties with minimal assistance or direction; work independently and exercise sound judgment in the application of policies and procedures related to issuing citations, towing, traffic control, and recordkeeping responsibilities related to parking enforcement. Incumbent is expected to become increasingly knowledgeable of state and city laws, ordinances, procedures and practices pertaining to vehicles, and parking enforcement.

    Examples of Duties

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Patrol assigned areas (both walking and motorized patrol) and issue overtime parking citations.
  • Identifies vehicles parked in non-metered spaces, records time and returns at specified intervals to cite vehicles remaining in spaces illegally.
  • Identifies and arranges for towing of illegally parked vehicles or impounding vehicles for outstanding tickets.
  • Patrol permit areas and issues citations for vehicles parked illegally.
  • Patrol areas for handicap and fire lane violations and issues citations.
  • Observes and issues citations for all parking violations.
  • Issue citations using both hand-held electronic devices and hand-written.
  • Collects meter funds.
  • Operate computer equipment and two-way radio as related to parking enforcement.
  • Appear for administrative hearings and court trials as required for cases related to parking violations and citations.
  • Maintain assigned equipment and supplies.
  • Respond to questions from the public on all parking related matters.
  • Performs related duties as assigned.
  • Typical Qualifications

    The following generally describes the knowledge and ability required to enter the job and / or be learned within a short period of time in order to successfully perform the assigned duties.

    Knowledge of :

  • City ordinances, codes, laws, regulations and validation programs pertaining to on-street and off-street parking and the interpretation and enforcement of all subject protocols.
  • Laws relating to traffic and parking enforcement, including the California Vehicle and Penal Codes.
  • Police radio codes and procedures.
  • City streets and geography
  • Principles of customer service, including conflict resolution
  • Principles and practices of work safety.
  • Techniques for interacting effectively with a variety of individuals from various socio-economic, cultural and ethnic backgrounds
  • Ability to :

  • Understand and follow written and oral instructions.
  • Read, understand, interpret and apply all codes, laws, regulations and validation programs pertaining to parking and parking enforcement.
  • Use sound independent judgment within established guidelines.
  • Tactfully and effectively deal with those encountered in the course of work to include hostile and irate citizens.
  • Become familiar with computer software in order to upload / download data to and from hand held units.
  • Safely operate a motor vehicle.
  • Satisfactorily perform assigned duties without direct supervision.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
  • Operate a personal computer with all related software.
  • Operate a variety of modern office and Police equipment.
  • Analyze situations and determine appropriate course of action.
  • Act effectively in emergency situations; maintain composure during stressful situations; observe and report hazardous conditions.
  • Maintain records and prepare written reports; establish and maintain record systems; gather and analyze data.
  • Multi-task by simultaneously driving while watching for permits, violations, other traffic, including motor vehicles, bicycles, and pedestrians.
  • Work outdoors during inclement weather; work variable shifts including weekends, evenings, and holidays.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

    Education / Training :

    Equivalent to the completion of the twelfth grade.

    License or Certificate :

    Possession of a valid California or Nevada driver's license

    Physical : Primary functions require sufficient physical ability and mobility to work in indoor and outdoor environments; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel; to lift, carry, push, and / or pull objects weighing up to 50 pounds; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to operate assigned equipment and vehicle; and to verbally communicate to exchange information.

    Vision : See in the normal visual range with or without correction.

    Hearing : Hear in the normal audio range with or without correction.
